REQUEST FOR APPLICATIONS FOR THE POSITION OF ADMINISTRATIVE OFFICER AND POSITION OF DRIVER CUM MESSENGER IN THE PROJECT CORDINATION UNIT (PCU) OF THE CHIANSI SMALLHOLDER OUTGROWER SUPPORT PROJECT (COSP)

Vacancy: Administrative Officer (01 Position), and Driver Cum Messenger (01 Position)
The Government of the Republic of Zambia, through the Ministry of Agriculture has received funds from the African Development Bank (AfDB) to support the implementation of the Chiansi Smallholder Outgrower Support Project (COSP). The Chiansi Smallholder Outgrower Project (COSP) is a five (5) year Project that aims to develop an irrigation scheme covering 600 ha of land in Chiansi area in Kafue District. The Project will directly benefit 600 smallholder outgrower farmers and also support social services and other activities such as health, domestic water supply, sanitation and skills development to directly benefit additional 12,000 people (30% women and youth).
The Project development objective is to increase agricultural income and improve livelihoods of the smallholder farmers by increasing agricultural productivity, and market access. This will contribute to poverty reduction, improved household incomes, food security and nutrition, and also build resilience to climate variability/change.
The Ministry of Agriculture intends to fill the following two (2) vacancies in the Project Coordination Unit (PCU) located in Kafue District, Lusaka Province;
1. DRIVER CUM MESSENGER (01 Position)
The Driver cum Messenger will be responsible for the following tasks
KEY RESULT AREA
PRINCIPAL ACCOUNTABILITIES
Transport
Regular transport of staff, visiting officials, and consultants within and occasional trips into project areas as and when required.
Safety regulations and road rules
Observe safety regulations and road rules while on a trip.
Mail delivery
Deliver messages, materials and documents to Government offices, Cooperating Partners, Other Stakeholders and project offices as and when required by the office.
Maintenance of vehicles
Keep the motor vehicles properly maintained and in a running condition at all times.
Safekeeping of vehicles
Responsible for safe keeping of the motor vehicle during office hours and ensures it is kept only where it is safeguarded.
Repair tasks
Performs minor repair tasks and arranges for major repairs as and when necessary:
Any other task
Perform any other task assigned by the Supervisor
Contract Duration
The duration of the assignment is two years subject to annual performance reviews.
Reporting and Accountability
The Project Driver shall report to the Project Administrative officer under the overall supervision of the Project
Required Qualifications and Experience
1.Grade twelve certificates
2. Valid driving License with a minimum 5 years of experience
3. Knowledge of vehicle maintenance and safety
4. Good communication skills in the working language
5. Ability to work in a team and follow instructions
2. ADMINISTRATIVE OFFICER (01 Position)
The Administrative Officer will be responsible for the following tasks:
1. Provide administrative support to the project team
2. Schedule and coordinate meetings, appointments, and travel arrangements
3. Prepare and distribute meeting agendas, minutes, and other documentation
4. Maintain project files and records, ensuring they are up-to-date and organized
5. Manage the stores
6. Assist with the preparation of project reports and presentations
7. Handle correspondence and communication with stakeholders
8. Ensure that the project offices are kept clean
9. Perform other related duties as required
Contract Duration and Location
The duration of the assignment is two years subject to annual performance reviews. The location for this position is Kafue District.
Reporting and Accountability
The Project Administrative Officer shall report to the Project Coordinator under the overall supervision of the Ministry of Agriculture, the executing agency of the Project.
Required Qualifications and Experience
The ideal candidate will have:
1. Grade twelve certificates
2. Degree in Business Administration, Project Management, Human Resource Management, or any other related discipline;
3. At least three years of experience in administrative or secretarial roles in reputable organisations, preferably within an international organization or development institution.
4. Proficiency in office software (e.g., Microsoft Office Suite), and familiarity with project management tools and software.
5. Excellent written and verbal communication skills in English.
6. Strong organizational and time management skills, with the ability to prioritize tasks and manage multiple assignments simultaneously.
7. Ability to work effectively in a multicultural environment and as part of a team.
8. High level of accuracy and attention to detail in all aspects of work.
9. Ability to handle sensitive information with discretion and maintain confidentiality.
Eligibility and selection procedure shall be Individual Consultant Selection (ICS) in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations dated October 2015” , which is available on the Bank’s website at http://www.afdb.org.
