What You’ll Be Doing
Nathan, a Cadmus Company, is seeking to hire an Advanced Investigations Training Advisor for a short-term contract on its USAID Zambia Revenue for Growth Activity (R4G). R4G supports the Government of the Republic of Zambia (GRZ) in its efforts to improve domestic revenue mobilization (DRM) and expand the fiscal space for public spending and investments in service delivery and poverty reduction. R4G engaged both government and non-government stakeholders to build capacity in tax policy analysis, improve tax compliance and administration, and strengthen the tax culture in a manner that facilitates private sector growth and accountability relationships between taxpayers and the GRZ.
R4G has previously conducted a financial crimes investigations training for the Zambia Revenue Authority (ZRA). This training was primarily aimed at enhancing the knowledge and skills of ZRA officials in the Investigations Department. Following this training, and in collaboration with the ZRA Investigations Department, R4G has identified an opportunity to continue its capacity-building engagements with the ZRA’s Investigations Department by developing an advanced investigations training course. R4G seeks to retain an Advanced Investigations Training Advisor to support the ZRA with the development of an advanced investigations training course that will be uploaded to Atingi, the ZRA’s learning management system and used to train new investigators.
Responsibilities
The Advanced Investigations Training Advisor will perform the following tasks, conduct advanced investigations training and develop training modules that cover the following topics:
The Advanced Investigations Training Advisor will work under the supervision of the R4G Tax Administration Specialist and R4G Tax Administration Lead and will interact with the ZRA and other external stakeholders, as may be required.

The Advanced Investigations Training Advisor is expected to sign a Non-Disclosure Agreement (NDA) with the ZRA before commencing the assignment.
