The Government of the Republic of Zambia, through the Ministry of Home Affairs and Internal Security has received financing from the World Bank towards the cost of the Zambia refugees And Host Communities Project (ZRHCP) and Intends to apply part of the proceeds for Individual Consultancy Services.
The ZRHCP will enhance the social and economic inclusion of refugees and former refugees by unlocking potential for self-reliance and economic development in hosting communities through targeted interventions, such as, Legislative reforms to address legal barriers that pose restrictions for integration of refugees and former refugees, limiting their ability to participate in economic activities, Issuance of identification cards for project beneficiaries to became eligible to access social services in the country and Infrastructure improvement in Meheba settlement and surrounding communities aimed to enhance service provision, enhance productivity and result in improved quality of life.
The Ministry of Home Affairs and Internal Security now invites suitably qualified and experienced individuals (“Consultants”) to express their interest in providing the Services for the below consultancy positions. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Duration of Consultancy Services: 24 Months
4. AGRI-BUSINESS SPECIALIST – KALUMBILA DISTRICT
Job Purpose
The Agri-business Specialist will support the development and implementation of agri-business that will increase productivity, value chain efficiencies and enhance market access for smallholder farmers, agri-business enterprises in Kalumbila. The Agri-business Specialist will provide technical assistance and support.
The Responsibilities/Accountabilities of the Agri-Business Specialist includes, but not limited to, the following
The Agri-business Specialist will report to the Project Manager.
Conduct value chain analysis for key agricultural commodities and work with stakeholders to strengthen value chain linkages;
Ensure implementation of TORS for a Business Development Firm that will provide training and capacity-building support to farmers, cooperatives, small agribusinesses and local institutions on good agricultural practices, business planning, financial management and market analysis;
Facilitate the linkage between local producers, regional and international markets;
Establish partnerships with agribusiness firms, processors and buyers;
Advise on the adoption of new technologies, inputs and practices that can improve productivity and profitability and facilitate buyer-seller forums and trade fairs;
Prepare periodic progress reports, case studies and success stories;
Conduct regular field visits to assess project activities and provide feedback;
Coordinate a mapping of available groups and farmers that are active and eligible for technical assistance under the project;
Collaborate and build on value chain assessments specifically for Meheba to provide customized support for farmers with the help of a hired firm;
Support capacity building of farmers and cooperatives to address key constraints related to limited access to business advisory services and finance, including adaptive climate technology and assessing climate risks related to seasonal variations; and
Lead on the preparation of a grant’s manual for the investment into farmer’s sub-projects.
Qualifications and Experience
Grade Twelve (12) certificate;
Master’s Degree in Agribusiness, Agricultural Economics, Business Administration, Rural Development or a related field from a recognized University;
A minimum of 5 years of relevant experience in agribusiness development, value chain analysis and market linkages;
Experience working on economic empowerment for vulnerable rural farmers, and experience working in a Refugee Settlement will be an added advantage;
Must have strong focus on gender mainstreaming and ensuring that the needs and unique constraints of women farmers are considered through all project activities;
Proven experience in designing and implementing investments in subprojects of farming groups or individuals;
Ability to lead local level teams while also collaborating and reporting to a national level project team;
Experience in digital finance innovations in the rural farming sector; and
Experience working with diverse stakeholders, including smallholder farmers, cooperatives, private sector actors and government agencies.
Key Competencies
The selected candidate should include being able to work in diverse cultural environments, good communication & writing skills, objectivity, a good team player and strong analytical skills.

A Consultant will be selected in accordance with the ‘Individual Consultant Selection’ method set out in the Procurement Regulations (World Bank’s “Procurement Regulations for IPF Borrowers” February 2025).
