Duties
Under the supervision of the Facility Manager, the Architect is the technical lead for the Facility Management (FM) section. Working with a team of skilled tradespersons, they are responsible for maintaining the Embassy/Consulate/New Embassy Compound/New Consulate Compound (NEC/NCC) building systems, including component assemblies and finishes, both interior and exterior. Oversees the design and project management of sustainment, modernization, repairs, building improvements, alterations, extensions, or restoration projects; reviews Statements of Work (SOW) and building documents to ensure designs are code compliant, functional and within budgetary restraints; acts as Contract Officer’s Representative (COR), Government Technical Monitor (GTM) or the equivalent on post facility contracts; implements all safety regulations on post facilities and residential properties.

Qualifications and Evaluations
Requirements:
EXPERIENCE:

Must have a minimum of five years’ experience working as a project architect at a major resort, hospital, office complex, large university/school system, or similar building complex managing a preventative maintenance program that uses a Computerized Maintenance Management System (CMMS) to track maintenance requests and their expenses. The job holder must demonstrate a progression of increased responsibility including developing scopes of work, construction documents (plans and specifications) and cost estimates for new construction projects, building repairs, equipment overhauls, and equipment replacement schedules.

The job holder’s experience should include one year of supervisory experience.

JOB KNOWLEDGE:  Optional: This is not required, but if used, derive from Section 15e of PD. The more information post adds to this field, the more in depth the qualification process becomes. HR will be required to qualify applicants from all information that is added.

Education Requirements:
Bachelor of Science degree, or equivalent, in Architecture or Architectural Engineering or similar architecture degree. The degree curriculum must: (1) be in a school of architecture with at least one curriculum accredited or equivalent by the National Architecture Accreditation Board (NAAB) or Accreditation Board for Engineering and Technology (ABET), or equivalent host-country architecture or engineering board, as a professional architecture curriculum.

Fluent English; speaking/reading/writing, may include the ability to translate.

SKILLS AND ABILITIES:

Must be able to read and interpret construction drawings, and other construction documents. The Architect needs to use CADD technology to create plans as part of building information modeling (BIM). Must have good computer skills, able to use and navigate through the Microsoft Office Software suite package using MS Word, Office, Excel, Database entry, Auto CAD, and MS project. Must be proficient with architectural drafting, project management software, preparation and maintenance of daily construction inspection logs, capable of reviewing coordination design drawings for code compliance, and have the ability to create construction cost estimates and provide briefings to the Facility Manager, the Management Counselor, and other stakeholders on architectural/planning issues.
Must be skilled at drafting detailed and concise written reports in English for the Facility Manager. Ability to lift and carry tools, equipment, or parts, maximum weight 25 kilos. Must have excellent interpersonal skills and be able to handle a large workload and multiple tasks simultaneously. Must be highly organized. A keen aptitude to work independently, with impeccable integrity, strong initiative, good judgment, and maintain confidentiality.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Lusaka, Zambia may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
