TERMS OF REFERENCE FOR THE ENGAGEMENT OF A CONSULTANT/S

BACKGROUND

Resilient Youth for Change (YOCA) is a locally registered Civil Society Organisation that works to advance advocacy for marginalised communities. YOCA desires to engage a consultant to review and update its human resource policies, Procurement Manual, and Finance Manual.

SCOPE OF WORKS

The consultant will be required to provide the following services:

i.        Review and revise the YOCA’s human resource policies and related conditions of services so that they conform to applicable laws.

ii.       Review and revise the YOCA’s Procurement Manual to conform to applicable laws.

iii        Review and revise the YOCA’s Finance Manual to conform to applicable laws.

iv.        Identify any missing critical policies and provide for them.

v.        Support Management to roll out the revised and updated policies.

QUALIFICATIONS

The consultant must possess a minimum of a bachelor’s degree in a relevant field and should be duly registered with an appropriate regulatory body.

PAYMENT TERMS

The bidder is required to include a gross fee inclusive of all applicable taxes clearly showing the proposed billing structure.

DELIVERY PERIOD

The consultant is expected to complete the entire exercise within a period of one month.

REFERENCE OF SIMILAR ASSIGNMENTS

The consultant is required to submit at least three references comprised of clients where they have rendered similar services in the last five (5) years.

LANGUAGE OF BID DOCUMENT

The language of the bid document should be English.

DEADLINE

All bids should be titled as CONSULTANT and emailed to [email protected]. The closing date for receiving bids is Friday, 20th August 2025.
