Job Description
Program Overview:
The USAID/Zambia Mission is anticipating funding a US$8 million Large Scale Food Fortification Activity (LSFFA) in Zambia. The anticipated five-year Activity is an Associate Award under the global USAID Advancing Food Fortification Opportunities to Reinforce Diets (
USAID AFFORD
) Leader with Associates program. LSFFA is expected to increase the coverage of fortified foods to cost-effectively improve the quality of diets and contribute to safely reducing micronutrient inadequacies among populations in Zambia. Interventions will be prioritized in the Feed the Future (FtF) Zone of Influence (ZOI), with the goal of ensuring LSFF is provided at a national level.
USAID/Zambia’s strategic objective for LSFFA is to reduce micronutrient deficiencies safely and sustainably, particularly for women and children, through the large-scale food fortification of staple foods and condiments. The objective will be achieved by:

Strengthening the enabling environment and regulatory monitoring and enforcement of LSFFA.

Expanding and sustaining the private sector’s compliance with national fortification standards.

Improving national commitment, leadership and resources garnered and mobilized to support universal LSFFA.
Job Summary:
TechnoServe is seeking a Chief of Party for the anticipated five year LSSFA Activity. As Chief of Party, you will provide leadership and overall management for the anticipated Activity and serve as the primary point of contact for USAID, private and public partners, and other stakeholders.
Primary Functions & Responsibilities:

Serve as the primary point of contact with USAID/Zambia and national stakeholders; represent the Activity and TechnoServe with a diverse group of government, civil society and other local stakeholders.

Lead overall implementation and management of the anticipated Activity, from inception to close-out, ensuring that the program achieves established goals, objectives, and targets.

Provide strategic guidance, leadership, management, and general technical oversight of a national program.
-
Oversee development and submission of program deliverables on time, within budget and in compliance with USAID and TechnoServe requirements.
-
Responsible for overall contract management, the timeliness of program execution, and quality control of deliverables.

Recruit, lead, manage, and supervise delivery teams comprising long- and short-term team members and consortium partners.

Foster collaboration, learning, and adaptive management to inform decision-making, communicate with stakeholders, and drive impact.
Basic Qualifications:
-
A Master’s degree, or higher qualification, in Agriculture, Business Administration, International Development or other relevant field and seven years of experience. (Or Bachelor’s degree plus 10 years of experience).

Strong preference for candidates with a minimum of 10 years’ experience in management role and programmatic and financial reporting of similar-sized international development programs

Significant professional experience working on nutrition or food systems interventions and programs. Experience with large-scale food fortification will be an advantage.

Demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.

At least five years of experience recruiting, leading and managing multi-disciplinary, international teams with a high level of leadership, interpersonal, technical and analytical experience, as team leader, chief of party or other program director level role.

Experience implementing large USAID-funded programs and knowledge of USAID regulations, compliance, reporting and procedures.
Preferred Qualifications:
-
Previous experience in Zambia is preferred.
Required Languages
: Fluency in English, including excellent oral, written, and interpersonal skills.
Knowledge, Skills and Abilities:

Strong leadership skills and demonstrated experience in managing complex, multi-disciplinary operations in developing countries.

Strong interpersonal and communications skills and ability to effectively motivate and manage teams in a multicultural environment.

Strong presentation and influencing skills, with a track record in representation at global technical and international development forums.

Demonstrated skills in problem solving, consensus building and coordination of diverse stakeholders.

Ability to use adaptive management principles to make strategic, data-driven decisions in the face of uncertainty and complexity

Ability to work under tight deadlines while managing multiple tasks and activities.

Ability to develop well written, cohesive analyses and reports.
Supervisory Responsibilities –
This position will directly supervise the supporting three key personnel under this Activity.
This position is contingent on awarding of funding.
