Our client, an NGO that works to support the creation of an enabling environment that incentivizes productive investments in trade, agriculture, energy, eco-tourism and sustainable natural resource management, is looking to recruit a Collaboration, Learning, and Adaptation Specialist.

The Collaboration, Learning, and Adaptation Specialist will be responsible for will documenting lessons learned and ensure that collaboration, learning, and adaptation is intentional, systematic, and resourced throughout the Project. The CLA Specialist will work closely with the implementation and technical teams, subcontractors, partners, and other stakeholders to design, implement and manage learning and advocacy activities. S/he will be involved in qualitative data collecting, outcome harvesting, evidence-based communications and organizing and leading pause and reflect meetings with relevant stakeholders. S/he will also be responsible for disseminating findings and recommendations to influence stakeholders and to inform decision making and adjustment to the project.

Key Tasks and Responsibilities

  • Work closely with relevant stakeholders to plan, coordinate and implement effective CLA activities in line with the donor CLA principles.
  • Implement a communications and branding strategy in line with donor marking and branding guidelines and ensure communications consistency among different stakeholders
  • Support the Director of MEL & CLA in conducting scheduled learning activities, including Pause and Reflect meetings, program reviews, workshops and any other learning activities to promote the use of evidence and application of adaptive management and reform advocacy.
  • Institutionalizes internal management debriefs, pause-and-reflect sessions, and stakeholder meetings.
  • Design, review, and implement a systematic action plan for the learning and adapting and support the periodic review of the learning agendas.
  • Support the development of tools and checklists that facilitate evidence-based activity management and oversight, particularly for data quality analysis, documentation of activity monitoring visits, and presentation of feedback to partners.
  • Collect evidence-based outcome and impact data through various methods such as interviews, surveys, and field observation.
  • Lead on CLA case study development, conducting information collection and knowledge capture activities and drafting knowledge products.
  • Work closely with the project team to identify and document lessons learned and best practices from program implementation to inform programmatic decision-making and improve program delivery and quality.
  • Establish and maintain effective working relationships with partners and stakeholders, including government ministries, department and regulators to promote collaboration, trust and improve sharing of knowledge and experience.
  • Proposing changes to program approaches based on learnings, feedback from partners, stakeholders and research findings.
  • Support the coordination of systematic integration of CLA approach across the program cycle, applying the relevant tools and resources.
  • Any other duties as may be assigned.
Requirements
  • Bachelor’s degree, (master’s preferred), or its equivalent in Social Sciences, development analysis, knowledge management, policy studies or related fields.
  • A minimum of 5 years of professional experience in a CLA/ MEL in an international development context, with a strong emphasis on collaborating, learning and adapting (CLA).
  • Strong experience in reporting and knowledge management
  • Very good writer and experienced with document graphics to make all documentation presentable and fit for purpose.
  • Strong background in data capture, evaluation, and analysis of development programs, preferably initiatives funded by USAID, EU or any other donor.
  • Demonstrated experience in qualitative data collection using key informant interviews, focus groups, and interactive tools to generate qualitative information and learning from the data
  • Experience in connecting technical and M&E together translating this in adaptive management approaches and qualitative and quantitative information flow
  • Ability to transform technical / research/M&E reports and other program documents into lively, attractive products as blogs, newsletters, photo journals, success stories, press materials, quarterly reports, and briefs.
  • Experience collaborating and communicating to public sector and Industry Association Organizations to promote use and adoption of best practices.
  • Expertise in working with different stakeholders, including government official, local councils, Business membership organizations (BMOs) international donor agencies and other stakeholders
  • Experience in facilitation, learning and capacity building, and change management
  • A background in SME enabling policy reforms is preferred.
  • Strong English writing and presentation skills; strong communications skills a plus.
