In line with our corporate priorities aimed at ensuring optimization of revenue collection and increased tax compliance on one hand and the need to effectively manage the numerous challenges and opportunities in the fast-changing business environment on the other, we are seeking highly motivated, result-oriented, well-qualified and experiences professionals to fill the following two (2) Senior Management vacancies:
COMMISSIONER CORPORATE SERVICES (ZRA01)
1.0 PURPOSE
Reporting to the Commissioner General, the position will be responsible for Line management and leadership of the Corporate Services Division including the following Departments: Human Resource; Finance; and Administration.
2.0 KEY RESPONSIBILITIES
-
Plans, coordinates, controls and manages the Corporate Services function and to ensure that the Division’s strategic and action plans are achieved;
-
Coordination of the work of the Division and prioritisation of the demands on resources from within the Division;
-
Provide support to the operating and other ZRA Departments and Divisions;
-
Ensure all ZRA expenditures are properly accounted for and that all revenue collected is as soon as practically reasonable accredited to the Treasury
Ensure the efficient, effective and timely provision of Human Resource strategies and policies so that the Human resource function provides the support and contribution required to all parts of the ZRA through:
-
resourcing and development;
-
employee relations and support services
-
performance management;
-
human resource business partnership; and
-
domestication of culture, ethics and corporate values.
Advise, plan, control and manage administration policies that support the ZRA business to enable the Authority achieve its corporate goals to the satisfaction of stakeholders through the provision of timely, cost effective and efficient support service in:
-
procurement & supplies;
-
transport & security; and
-
building projects;
-
general administration.
Encourage innovation and apply change management methods to support organizational change initiatives;
Manage and effectively supports the performance and personal
Resource Management:
-
development plans of staff to achieve the Division’s objectives as well as individual staff aspirations; and
-
Identify and mitigate personnel related risks and especially integrity risks, demonstrating a zero-tolerance approach to malpractices.
Ensure that ZRA corporate values are understood and demonstrated by all staff in the Division and entire organisation.
3.0 REQUIREMENTS
-
Grade 12 School Certificate or General Certificate of Education (GCE) equivalent;
-
First Degree in Economics, Business Administration, Public Administration, Human Resource, Law, Accounting, Commerce or Trade, or Fully qualified Chartered Accountant or equivalent;
-
Master’s Degree in Economics, Human Resource, Financial Management, and/or Business Administration or related field;
-
Minimum of 10 years post first degree qualifying experience with at least 6 years at Management Level or equivalent for external applicants;
-
Membership of a professional body;
-
Leadership experience in a unionized setting is required;
-
Understanding of civil service operations is added advantage;
-
and Practical experience in providing Human Resources, Financial management or Administrative support functions in a tax administration environment will be an added advantage;
