CAREER OPPORTUNITY
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.
The “Integrated Water Catchment Management and Landscape Protection (AWARE 2.0)” project is cofinanced by the European Union (EU) and the Federal Ministry of Cooperation and Development (BMZ) and implemented by GIZ. AWARE 2.0 aims at “Improved integrated management of water catchments including landscape protection with a focus on agriculture, forestry, biodiversity, water and climate”. The project works on national and at decentral level with focus on the Lower Kafue Sub-Catchment (LKSC) addressing the following intervention areas:

Improved capacities of the central government to execute its mandate for the integrated management of water catchments, including landscape protection with a focus on climate adaptation

Improved capacities of decentralised authorities to plan, protect and sustainably manage water catchment ecosystems with focus on climate adaptation in the selected landscape
-
Improved capacities of Water Resources Management (WRM) governance structures to sustainably manage water resource disputes in the LKSC
-
Scaled-up measures for water catchment management, landscape restoration and protection and climate adaptation
-
Improved access to water resources for communities in the LKSC
In this context, the project is seeking a suitable candidate for the following position:
Construction Advisor (Band 4) – Mazabuka based

Main tasks and responsibilities

Oversee and supervise rehabilitation, construction and maintenance of small-scale water infrastructure, including borehole upgrades and new drilling, ensuring quality, technical standards, legal compliance

Ensure alignment infrastructure activities with project objectives, promoting integration across water, energy, food, and environment sectors to support sustainable catchment and landscape management

Coordinate with MWDS, local authorities, traditional leaders, communities and other relevant donor-funded projects for integrated, participatory planning and co-management of water infrastructure, aligned with integrated catchment management and local governance objectives

Integrate ecosystem-based approaches like erosion control, riparian restoration, and rainwater harvesting in rehabilitation works to enhance climate resilience and contribute to landscape protection

Support local capacity building for operation, maintenance, and governance of rehabilitated infrastructure to strengthen sustainable water management and support landscape protection goals

Monitor, report, and document rehabilitation and drilling progress, sharing lessons learned and contributing to the scaling of successful practices for catchment management and climate adaptation

Provide technical input to procurement processes by reviewing Ministry-prepared designs and BoQs to ensure consistency with project objectives, and ensure compliance with quality standards to support the delivery of sustainable, climate-resilient water infrastructure

Ensure environmental and social safeguards are integrated into all activities, supporting responsible rehabilitation and alignment with landscape protection goals

Supervision and coordination of a financing agreement between GIZ and MWDS, ensuring compliance and results-orientation
Qualifications and Requirements:

At least bachelor’s degree in civil engineering, Water Engineering, Agricultural Engineering, Environmental Engineering, or a related field (Master’s degree is an added advantage)

Registered with the Engineering Institution of Zambia (EIZ)

Verified academic certificates by Zambia Qualifications Authority (ZAQA)
Professional experience
-
At least 7 years of relevant experience in water infrastructure development, construction supervision, or integrated catchment-based planning
-
Experience in applying ecosystem approaches or NbS in infrastructure planning or rural development projects is an asset
-
Experience Handling donor-funded or international cooperation projects, particularly GIZ or similar organizations, is preferred.
Other knowledge and additional competences

Demonstrated understanding of hydrology, water resource planning, and environmental management, with a strong grasp of Nature-Based Solutions and ecosystem-based adaptation principles.

The successful candidate will be expected to start employment with GIZ, on a fixed term contract.
