The Zambia Red Cross Society with support from RP3 project is seeking bid proposals from qualified government authorized or recognized contractors/firms to undertake the above-described works.
Bidders must strictly adhere to all the requirements of this RFP. No changes, substitutions or other alterations to the rules and provisions stipulated in this RFP may be made or assumed unless it is instructed or approved in writing by the ZRCS in the form of supplemental information to the RFP. Any Bid submitted will be regarded as an offer by the bidder and does not constitute or imply the acceptance of any bid by the ZRCS. The ZRCS is under no obligation to award a contract to any Bidder because of this RFP.
Validity:
Your offer must remain valid within 120 days before which, a contract placed should be accepted by you. Please include the validity period in your proposal.
Submission of Offer
All proposals must be deposited in the Tender box at Zambia Red Cross Society (ZRCS) Headquarters in Lusaka in a sealed envelope latest by 8TH August 2025 at 2:00PM or earlier.

The proposal must be sent in a sealed envelope, clearly mentioning Sender, Receiver and Contact Details.
Offers sent by email/fax will be disqualified (IMPORTANT)

General Instructions
1. Cost
The bidder shall bear all expenses related to the preparation and/or submission of the bid proposal, regardless if its Bid proposal was selected or not. The ZRCS shall in no case be responsible or liable for those costs, regardless of the conduct or outcome of the procurement process.
2. Bid proposal submission
The complete bid proposals shall be submitted in a set of three (one original and two copies). All the required Eligibility Documents listed below shall be submitted following such order. These documents shall be the basis of the bidder’s eligibility check.
Eligibility / Legal Docume nts
a. A Signed Bid Declaration
b. Company Profile
c. Registration with relevant institutions, Certificate from NCC, EIZ
d. Evidence of similar past or completed works in the last three years with contact details of the client and a minimum of three completion certificates.
e. Tax Clearance Certificates
f. Latest Three Months Bank Statements
g. Technical Proposal as per the specifications/plan/drawings provided. A clear work schedule
ii. List of Key personnel to be mobilized for the project with qualifications
iii. List of Equipment to be mobilized for the project
h. Other appropriate certificate or reference as may be required by the Procuring Entity
i. All the required documents in the technical proposal
j. financial documents including a quotation
These documents shall be the basis of the bidder’s preliminary examination of the technical and financial proposal during the bid opening.
Bidders must submit their bid in specified manner. The Bidder must ensure that sufficient lead time has been provided to comply with the ZRCS deadline for submission.
In case one or more of the required document/s is/are missing, the bidder must strictly complete the document within the period as per the instruction of the Tender Committee otherwise the bid will be disqualified.
Any unsolicited clarification submitted by a Bidder in respect to its Bid, which is not a response to a request by the ZRCS, shall not be considered during the review and evaluation of the Bid.
3. Site Visit and Pre-bid conference (Mandatory)
The following is the schedule:
Friday, 25 July, 2025 in Gwembe, meeting time at 09:00hrs, at District Hospital, Munyumbwe.
NB: All interested bidders should provide their own transport during site visits. LOCAL COMPANIES ARE ENCOURAGED TO APPLY.
No verbal statement made during the conference shall modify the terms and conditions of the RFP unless such statement is specially written in the minutes of the meeting or issued/posted as an amendment in the form of supplemental information to the RFP.
The bidder must visit and examine the sites and its surroundings and must obtain for him/herself on his/her responsibility all information which may be necessary for preparing the bid proposal.
