Job Description

1.0.     INTRODUCTION

The National Legal Aid Clinic for Women (NLACW) is a Project of the Law Association of Zambia and is established as a Company Limited by Guarantee. NLACW was established to provide affordable legal aid to women and children from marginalized social sectors.  NLACW has its head office situated in Lusaka and has two regional offices located in Ndola and Livingstone.  The Livingstone office is located on Plot No. 74 Limulunga Road, Livingstone.

NLACW has reserved funds in in its 2025 budget to demolish and rebuild its Livingstone Office.

2.0. BACKGROUND

The NLACW has occupied the Livingstone building since 2009.  The property was built in 1924 and has overtime, developed major substructure, superstructure walls and floor cracks.  In 2022 the building was declared not rehabitable and habitable due to its serious weakness structural strength.

The NLACW invites a qualified and experienced consultant to prepare designs, bills of quantities, cost estimates, solicitation documents, supervise the construction works, analysis of claims submitted by the contractor and obtain relevant requirements for the proper execution of the assignment.

3.0.     SCOPE OF SERVICES

The scope of the assignment will include following:

1. Preparation of designs;

2. Preparation of Bills of quantities;

3. Preparation of project cost estimates;

4. Preparation of solicitation documents;

5. Analysis of claims submitted by the contractor;

6. Obtaining of relevant requirements for the proper execution of the assignment;

7. Review of the work programmes and monitoring, on a day-to-day basis, of the adherence to these programmes;

8. Verification of quality and quantity of works performed and materials used;

9. Verification of contractor’s statements of account;

10. Advise on problems arising during the execution of the works;

11. Monitoring of sound use of resources;

12. Ensure compliance to environmental protection requirements; and

13. Coordination with third parties e.g. Local authorities and public utility companies

etc.

4.0.     KEY REQUIREMENTS FOR SHORTLISTING BIDDERS

Mandatory site visit: Thursday 17th July and Friday, 18th July, 2025 from 08:30hours to 16:00hours only.  Attendance is required for bid eligibility.   Bidders shall bear their own logistics to and from the construction site.

Interested Bidders are required to submit the following minimum information which shall form the basis for shortlisting:

1. Certificate of Incorporation (company registration);

2. Proof of being a Citizen Bidder in line with Section 39 (2) of the Public Procurement Act, No. 8 of 2020;

3. Latest and valid Tax Clearance Certificate;

4. Profile of core business with experience of not less than eight years in providing similar consulting services;

5. Description of similar assignments undertaken by the bidder. For each assignment performed, the bidder shall provide the name and address of the client, date of execution and value of the project;

6. Interested consulting firms must provide information indicating that they are qualified and have the required expertise, experience and technical back up to undertake the assignment;

7. Availability of appropriate skill by providing bio-data of key personnel to be involved and other relevant particulars such as but not limited to detailed and signed Curriculum Vitae of key staff;

8. In relation to item 7 above, the following is the team composition and qualification requirements for the key experts:

a. Key consultant/ Project Manager

i.   Minimum BSc/Bachelor in Civil, Quantity Survey, Architecture  or related field.

ii.  Minimum eight (8) years experience in related field.

b. Architect

i.     Minimum BSc in Architecture or any other allied field.

ii.    Minimum five (5) years experience in related field.

c. Civil/Structural Engineer

i.     Minimum BEng/BSc in Civil/Structural Engineering or any other allied field.

ii.    Minimum five (5) years experience in related field.

d. Quantity Surveyor

i.     Minimum BSc in Quantity Surveying, Building Science or Construction Economics or any other allied field.

ii.    Minimum five (5) years experience in related field.

e. Mechanical Engineer

i.     Minimum BEng/BSc in Mechanical Engineering or any other allied field.

ii.    Minimum five (5) years experience in related field.

f. Electrical Engineer

i.     Minimum BEng/BSc in Electrical Engineering or any other allied field.

ii.    Minimum five (5) years experience in related field.

9. All the team members must have valid practicing certification from relevant professional bodies.

5.0     SUBMISSION GUIDELINES

1. Submission Deadline: Proposals must be submitted no later than Thursday, 31st July, 2025 at 12:00hours at Plot 110a/150 Musonda Ngosa Road, Villa Elizabetha, Lusaka.

2. Submission envelopes must be clearly marked “Expression of Interest for Provision of Consultancy Services for the knockdown and Construction of the NLACW Livingstone Office.
