Job Description

1. Introduction

The Zambia Climate Change Network (ZCCN) is a membership-based civil society platform that champions climate and environmental justice while promoting sustainable development across Zambia. Established in 2008 and formally registered on 28th February 2011, ZCCN operates with a Secretariat based at the Mulungushi International Conference Center (New Wing) in Lusaka.

ZCCN’s strategic focus is to mobilize civil society organizations and individuals advancing similar climate action agendas, fostering advocacy, awareness, and capacity building. Our vision is “A Zambia resilient to the adverse impacts of climate change”, while our mission is “To coordinate civil society organizations’ engagement on climate change issues through capacity building, information sharing, lobbying, and advocacy.”

ZCCN is recognized by the Government of the Republic of Zambia as a key stakeholder in national climate change policy processes, participating in the Technical Committee, the third-highest level of engagement. The Network currently comprises over 40 member organizations drawn from across the country, including CSOs, community-based and faith-based organizations, academic institutions, and individual members.

In line with its organizational strengthening/ development agenda and with the Organizational Development Assessment (ODA) Report undertaken with funding from SIDA through We Effect, ZCCN seeks to review and develop its strategic plan that came to an end last year. This process has also been necessitude by challenges being faced in the environmental sector as well as new developments in the national policy and legal environment. Other new developments that have necessitated this activity include regional and the international climate change discourse under the United Nations Framework Convention on Climate Change (UNFCCC) Conference of Parties (COP) processes and related international conventions.

2. Objectives of the Assignment

Among the main objectives are the Review of ZCCN’s previous strategic plan and Development of the new 5-year plan.

The specific objectives of this consultancy are to:

Review and outline challenges and successes recorded during the implementation of the activities in the 2019-2023 Strategic Plan.
To review existing national, regional and international policy environment and align the strategic plan.
Ensure inclusiveness and the participation of members and relevant stakeholders in the development of the strategic plan including women, youth, child centered and organisations of people with disabilities for an effective and inclusive implantation in line with ZCCN’s constitutional mandate.
Deliver the Final New Strategic Plan within the agreed time frame.

3. Scope of Work

In collaboration with the National Coordinator, the Consultant will:

Develop a 5-year Strategic Plan for ZCCN by undertaking the following;

  1. Develop the inception report that outlines;
    -A clear understanding of the objectives and scope of work
    -The work plan with clear milestones for deliverables
    -Financial Plan
  2. Analyze the legal and policy framework at national regional and international levels, including relevant environmental and human rights conventions.
  3. Review the previous strategic and to bring out lessons learnt from challenges and successes during its implementation
  4. Identify and engage relevant stakeholders during the development of the strategic plan
  5. Present draft documents to ZCCN for internal validation and feedback.
  6. Finalize documents incorporating feedback from the Members, Secretariat and the Board.

4. Deliverables

The Consultant shall deliver the following:

1. Inception Report – Detailed scope of work and work plan with timelines at 40%
2. Draft Strategic Plan – 1st and 2nd Draft Strategic Plan at 30%
3. Final Strategic Plan- Final Revised Strategic Plan feedback at 30%

5. Duration and Location

The consultancy will take 20 working days over a 6-week period, concluding no later than 30th July 2025.
The assignment will be a hybrid of remote and in-person engagements. Some work will be conducted off-site, while meetings, reviews, or validation sessions will be held in Lusaka and at ZCCN Secretariat or via virtual platforms (Zoom, Google Meet, WhatsApp).
6. Reporting and Quality Assurance

The Consultant shall report to the National Coordinator.
All deliverables will undergo internal quality review and may require revision before approval and payment.
Regular progress updates will be expected, with reporting schedules agreed upon during the inception phase and documented in the Inception Report.
7. Required Qualifications and Experience

The Consultant should meet the following criteria:

A minimum of a Bachelor’s degree with more than 5years in Development Studies, Organisational Development, Environment/ Natural Resources Management, Project Management or a related field.
At least 5 years of experience in organizational development, policy development and institutional consulting for NGOs.
Proven track record of developing Strategic Plans, particularly in civil society.
Completion of at least three similar assignments within the last five years.
Excellent written and spoken English language skills.

8. Disclaimer

ZCCN reserves the right to:

Reject deliverables that do not meet internal quality standards or fail to adhere to contractual obligations.

The deadline for submission is Thursday, June 19, 2025, and late submissions will not be considered.
