Job Description
Our client, a global organization that works to create a world where governments, businesses, and citizens can readily access and effectively use accurate, complete, and high-quality evidence and information on the true owners of companies and other legal vehicles are looking for a Digital Lead to manage a key digital transformation project. The Digital Lead will lead a dedicated team to help PACRA build a modern, transparent business register. This is a high-impact role for someone experienced in digital government projects in Zambia.
Key Responsibilities:

Work with PACRA internal stakeholders from the business, legal, and technical teams to maximize the business value of the product

Help define the strategy and scope of development of both the general direction and specific sprints.

Ensure the needs of end-users of the product, PACRA internal staff, businesses, and users of PACRA data are represented within the development process.

Ensure agile project management practices are maintained, providing and coordinating coaching if deemed necessary.

Manage donor relationships with all, including responsibility for donor reporting, monitoring, and evaluation of the project.

Line management of developers (technical management and guidance will be the responsibility of the PACRA technical leadership team).

Coordinate, plan, monitor, and report resources and activities across the project and in liaison with the team.

Identify and mitigate risks to keep projects on track.

Lead the coordination with external stakeholders within Zambia, including the inter-agency task force and the Ministry of Trade, Commerce, and Industry.

Maximize knowledge exchange between PACRA and the organization throughout the project.

Capture and share lessons learned throughout the delivery of the project to feed into wider team support.

Undertake other tasks from time to time as requested by the senior manager, digital and data support.
Desired Skills, Qualifications and Experience:

A bachelor’s degree in marketing, communications, IT, or a related field is typically required. A master’s degree will be an added advantage.

Must have 3-5 years of experience in digital and data reform projects with the Zambian government.

Proven experience managing a team and working with international donors.

Strong understanding of the digital product lifecycle (agile development, user-centered design).

Knowledge of the digital reform and policymaking landscape in Zambia.

Excellent communication skills, with the ability to explain complex topics.

Ability to work independently in a remote, multi-time zone team.

Knowledge of local Zambian languages is a plus.
