Nursing and Midwifery Council of Zambia (NMCZ) is a statutory body established in 1970 under the Nurses and Midwives Act No. 55 of 1970 with an express mandate to regulate nursing and midwifery training, education and practice. The Act was repealed and replaced by the Nurses & Midwives Act No. 31 of 1997 and Nurses & Midwives Act No. 10 of 2019, which redefined the functions of the Council and expanded the scope of practice for nurses and midwives.
The Council is therefore, inviting applications from highly motivated, result oriented, qualified and experienced persons to fill the positions of:
JOB TITLE: DIRECTOR HUMAN CAPITAL AND ADMINISTRATION
LOCATION: LUSAKA
GRADE: NMCZ 2
1. JOB PURPOSE:
To manage the provision of human resource management and administrative logistical support functions in order to facilitate efficient and effective operations of the Council.
2. KEY RESULT AREA
PRINCIPAL ACCOUNTABILITIES (MAIN DUTIES)
Policy
Manages effectively the formulation and review of policies in order to provide guidelines for implementation of programs
Human Resource Management
Manages effectively human resource management functions in order to enhance productivity and operations.
Human Resource Development
Manages efficiently human resources development functions in order to enhance staff performance.
Administrative Logistical Support Services
Manages effectively the provision of administrative and logistical support services in order to facilitate efficient and effective operations of the Council.
Records Management
Manages effectively records management functions in order to facilitate the storage and retrieval of information
Payroll Management
Manages timely preparation and processing of payroll inputs in order to facilitate timely payment of salaries and remunerative allowances
Industrial Relations Public Relations
Manages effectively implementation of industrial relations functions in order to achieve industrial harmony in the Council. Manages effectively provision of public relations functions in order to educate and inform the public on the operations of Council
Wellness and Safety
Manages effectively wellness and safety programmes in order to enhance staff wellbeing and health
Staff Welfare
Manages effectively staff welfare programmes in order to motivate staff and enhance productivity
Secretariat Services
Manages effectively provision of secretariat services to the Human Resource Committees in order to facilitate the conduct business
Risk Management
Establishes effectively the identification and management of risks in order to implement appropriate interventions
Information and Communication Technology
Manages effectively information, communication technology systems in order to facilitate the organization, storage and retrieval of information
Purchasing and Supplies
Manages effectively the procurement of works, goods and services in order to ensure attainment of value for money and efficient utilization of the Councils resources
Performance Management
Manages effectively the development of work plans and implementation of the Annual Performance Appraisal System (APAS) in order to monitor and evaluate performance
Management
Manages effectively utilization of human, financial and other resources in order to facilitate the achievement of departmental objectives.
3. REPORTING RELATIONSHIPS
a) Reports to: Registrar/CEO
4. KNOWLEDGE/SKILLS AND QUALIFICATION REQUIREMENTS
a) Minimum Primary/Secondary Education
Full Form V/Grade 12 School Certificate or equivalent
b) Minimum Vocational/Professional Qualifications
Bachelor’s Degree in Human Resource Management/Public Administration or equivalent Registered and licensed by the Zambia Institute of Human Resource Management (ZIHRM)
c) Minimum Relevant Pre-Job Experience
10 years of which 4 should be at management level.
d) Communication Skills
i) Written Skills
Able to write analytical and technical reports
ii) Oral Skills
Able to communicate effectively in English
e) Other Skills/Attributes
