Job Description
Workers’ Compensation Fund Control Board (the Board) is a Statutory Body established under section 10 of the Workers’ Compensation Act of 1999 of the Laws of Zambia. The Mandate of the Board is to administer the Compensation Fund out of which workers disabled by accidents occurring or diseases contracted in the course of employment are compensated from.
The Board wishes to invite applications from highly credible, result oriented, suitably qualified and experienced persons to fill the Position of
Director Human Resource and Administration
on a fixed term contract of 5 years to be based in Ndola.
The position reports directly to the Commissioner and Chief Executive Officer.
A. JOB PURPOSE
To oversee the development and implementation of Human Resource and Administration Strategies, Policies and procedures that support the mandate of the Board.
To provide professional advice to the Board on employment practices and relevant labour laws and regulations so as to ensure compliance with legal requirements.
B. RESPONSIBILITIES / ACCOUNTABILITIES OF THE JOB HOLDER
The roles and responsibilities/accountabilities of the Director – Human Resource and Administration shall include but not limited to:

Drive the achievement of functional & business plans by strategically aligning Human Resource Management with the organization’s short and long-term strategic objectives;

Provide input in the development of the Board’s business strategy;

Translate business strategy into a Human Resource plan that delivers on the Board’s strategic objectives;

Ensure regular formulation, review and implementation of Human Resource and Administration Policies to enhance compliance with labour laws and best practices;
-
Coordinate Organization Design to ensure implementation of the Human Resource Management systems that support the Board’s operating environment for enhanced business performance;
-
Review Human Resource and Administration Reports for quality purposes for onward submission to the Commissioner and the Staff Committee of the Board for decision making purposes;

Lead Senior Management in organizational diagnosis and design of optimal organizational structures;

In collaboration with Senior Management, develop a performance management system in order to build a performance culture linked to reward and recognition that supports the achievement of the Board’s strategic objectives;

Ensure staff recruitment, selection, placement and retention of staff with critical skills that will help achieve the Board’s strategic objectives;

Ensure timely development of departmental and individual work plans in order to monitor and evaluate departmental and individual performance;

Ensure development and implementation of employee relationship management systems to ensure employee grievances are resolved, thereby by creating a conducive working environment that supports high performance and industrial harmony.

Ensure implementation of change management strategies to reduce resistance to the initiatives by staff for successful implementation of the strategic initiatives;

Coordinate staff training and development strategies to ensure the availability of the required competencies for the attainment of the Board’s strategic objectives;

Ensure proper management of all employment contracts entered into by the Board and staff on fixed term contracts to ensure timely renewals where necessary;

Ensure revision and monitoring of administrative contracts for outsourced services for strict adherence to service level agreements and contract terms to ensure value for money;

Ensure effective management of Boards’ vehicles to ensure consistent and adequate transportation.

D. RELEVANT QUALIFICATIONS AND EXPERIENCE

Grade 12 School Certificate or equivalent;
-
Bachelor’s Degree in Social Sciences, Human Resource Management or equivalent degree.

Master’s Degree in Human Resource Management/Business Administration or other relevant field;
-
A Fellow or Full Member of the Zambia Institute of Human Resource Management with a valid practicing certificate;
-
Not less than ten (10) years industry experience in Human Resource Management and strategy formulation at senior management level.
