EMPLOYMENT OPPORTUNITY

Director, Legal and Policy

A reputable Lusaka based public institution wishes to fill the position of Director, Legal and Policy. Applications are invited from suitably qualified candidates who meet the following criteria:

KEY RESULT AREAS – PRINCIPAL ACCOUNTABILITIES (MAIN DUTIES)

(i) To oversee effectively the conduct of research into thematic areas in order to inform the policy making process.
(ii) To coordinate efficiently the development of Policies for the institution in order to ensure adherence to stipulated standards.
(iii) To oversee effectively the storage and retrieval legal documents and instruments in order to ensure their safety and availability for use.

(iv) To oversee the timely drafting of legal opinions on matters referred to the department in order to facilitate compliance with the Law.
(v) To oversee timely the preparation of contracts and other legal documents in order to ensure their compliance and safeguard the interests of the institution.
(vi) To oversee effectively the litigation in civil suits involving the Institution in order to ensure the realization of the Institution’s interests.
(vii) To oversee efficiently the domestication of financial action task force standards in order to ensure the country meets its international obligations.
(viii) To oversee the timely preparation of work plans and implementation of the performance management system in order to monitor and evaluate performance.
(ix) To oversee effectively the utilization of human, financial and other resources in order to facilitate the achievement of departmental objectives.

KNOWLEDGE AND SKILLS REQUIREMENTS

Minimum Education/Professional Qualifications:

(i) Grade 12 School Certificate
(ii) Bachelor Degree in Law
(iii) Advocate of the High Court of Zambia
(iv) Member of the Law Association of Zambia

Other Qualifications

Certified Anti Money Laundering Specialist or its equivalent will be an added advantage

Work Experience/Competences

(i) 10 years of which 4 should be at management level

(ii) Must have experience in a regulatory agency

(iii) Ability to write analytical and technical reports

(iv) Ability to communicate effectively in English

The candidate should possess, among others, leadership and people management skills; should have problem solving skills; should be able to work with minimal supervision; high confidentiality; and high levels of emotional intelligence, integrity and reliability.
