The National Pension Scheme Authority (NAPSA) wishes to fill the vacant positions below to be based at its Head Office in Lusaka.

1.0 DIRECTOR RISK – NPS01 (Five Year Contract): Head Office
1.1 Main Purpose of the Job
The Director Risk is responsible for providing support to the Director General in overseeing the development and implementation of enterprise risk management framework within the Authority and related entities. The position coordinates the development of the Authority’s risk strategies, policies and procedures, work plans and budget to ensure alignment with and fulfilment of the overall mandate of the Authority.
1.2 Key Responsibilities:

Facilitate compliance risk analysis to aid in the development of compliance improvement plans by relevant intemal stakeholders.

Utilise data analytics to ensure appropriate strategies are identified and implemented to address any gaps identified in the achievement of the Authority’s mandate.

Ensure a mechanism for providing risk advice on investment strategies is in place

Ensure development of policies and procedures to ensure the availability of guidelines that enhance delivery of high quality and timely services.

Oversee development and implementation of an effective and efficient risk management framework and internal controls, to satisfy legal and regulatory requirements, and to minimise exposure to preventable risks.

Provide advice and support to the Board of Trustees on the short and long term financial and non-financial impact of the implementation of the Authority’s priorities within the agreed framework.

Ensure risk management practice is embedded in the decision-making processes

Monitor the implementation of risk adjustment programs and recommend appropriate improvements to enhance efficiency and effectiveness in the management of risk.

Coordinate the provision of technical expertise to user directorates and departments to enhance risk awareness and proper risk management.

Review research findings and interpret data received on emerging risks in order to provide early warnings to help the Authority identify, avoid and mitigate risk exposure.

Coordinate preparation of the annual risk report to the Board to ensure appropriate strategies are identified and implemented to address any gaps identified in the management of risk.

Communicate and monitor the implementation of the board recommendations on risk management to ensure quality and timelines are observed in the implementation.

Initiate and nurture relationships with the relevant stakeholders to ensure the Authority receives all the risk management support required in the implementation of its strategies.

In liaison with the HR and Administration Directorate, coordinate the training and development of staff in the directorate to ensure availability of competencies critical for the delivery of quality service.

Relevant Qualifications

Five (5) “O” Levels with credit and above including Mathematics and English
-
Bachelor’s Degree in Economics, Finance, Business, Mathematics, Statistics or equivalent
-
Master’s Degree in a Business-related field
-
Certified Risk Analyst, Certified Enterprise Risk Manager, or equivalent Risk Management Certifications.
Personal and Professional Experience:
Not less than ten (10) years of experience in the management of Risk at a senior management level in a financial/pension industry or other industries where the profession is practiced and has matured.
