BACKGROUND
For many years now Zambia has been a beacon of peace in the southern region of Africa which has been demonstrated by hosting people displaced by conflicts from different countries. Both refugees and asylum seekers are hosted in different official places referred to as refugee settlements and among the existing settlements includes Mantapala which is located in Nchelenge district of Luapula Province. Mantapala Settlement is estimated to host around 8,500 refugees not including the asylum seekers. This population demands for basic needs such as food on daily basis for them to survive. The need to support the Persons of Concern (PoC) hinches on the government of the Republic of Zambia as a hosting country, United Nation Agencies such as UNHCR, WFP among others and the Zambian Non-Governmental Organizations such as Action Africa Help Zambia to support in the provision of services such as health, education, and economy. In this regard the Government of the Republic of Zambia through the ministry of Foreign Affairs, Health, Agriculture, Community Development and Social welfare in partnership with Action Africa Help Zambia sort to provide the over 8,500 refugees with services such as Livelihood through Agriculture, Cash based Transfer and Nutrition and food security to the People of Concern in Mantampala Refugee Settlement and the surrounding Hosting Community. Hence the introduction and implementation of the Integrated Food Assistance and Livelihoods Project targeting a sample population of approximately one thousand two hundred (1,200) Person of Concern and the host community.
The main purpose of the survey is to assess impact of the project and recommend activities that will assess the extent to which the project empowered the Persons of Concerns (PoC) and the host community Members with knowledge and skills in livelihood activities through Cash Based Transfer to promote Sustainable nutrition and food security. This project is being implemented by Action Africa Help International-Zambia (AAHI-Z), with funding from World Food Program (WFP)
SCOPE OF WORK
The evaluation will cover a period of two (2) years that is July 2023 to August 2025 and during this period the assessment shall focus on the project’s impact of Cash Based Transfer with the specific emphasis on the capacity building trainings in financial inclusion conducted and the number of target population benefited. The evaluation will also focus on capacity built in smart agriculture trainings conducted, and number of livelihoods activities initiated and running. Finally, the capacity building in food and nutrition will also be included.
The Consultant will undertake the following:
Ø Assess the project’s progress in terms of achieving results, as stated in the project log frame taking into account the project’s operating environment; thus, agriculture, CBT and Nutrition.
Ø Identify challenges in project implementation related to achievement of project results;
Ø Suggest workable mechanisms, approaches and/or specific interventions to overcome the identified challenges Recommendations for future follow-up survey so as to effectively measure project success against from inception.
Ø Recommendations on building connections and networks between the project and other projects and institutions (community-based, local, and/or national) that are aimed at empowering POCs and host communities in Zambia, particularly with a focus on sustainable agriculture.
DELIVERABLES
The consultant will deliver an Evaluation Report acceptable to AAHI-Z in bound hard copies (2) and a soft copy
The completed questionnaires will be delivered to AAHI-Z
Submission will be to the Project Coordinator’s office at AAHI-Z.
TIMEFRAME
It is expected that the Consultant will begin work on 27th August, 2025 and finalize all deliverables by 5th September, 2025 giving a timeframe of 10 working days.
DURATION OF THE ASSIGNMENT
The estimated duration of the assignment is 10 working days, with 5 days expected to be spent in the field and 5 days working from AAHI-Z’s offices/the Consultant’s office.
