Program Overview:
The USAID/Zambia Mission is anticipating funding a US$8 million Large Scale Food Fortification Activity (LSFFA) in Zambia. The anticipated five-year Activity is an Associate Award under the global USAID Advancing Food Fortification Opportunities to Reinforce Diets (USAID AFFORD) Leader with Associates program. LSFFA is expected to increase the coverage of fortified foods to cost-effectively improve the quality of diets and contribute to safely reducing micronutrient inadequacies among populations in Zambia. Interventions will be prioritized in the Feed the Future (FtF) Zone of Influence (ZOI), with the goal of ensuring LSFF is provided at a national level.
USAID/Zambia’s strategic objective for LSFFA is to reduce micronutrient deficiencies safely and sustainably, particularly for women and children, through the large-scale food fortification of staple foods and condiments. The objective will be achieved by:
● Strengthening the enabling environment and regulatory monitoring and enforcement of LSFFA.
● Expanding and sustaining the private sector’s compliance with national fortification standards.
● Improving national commitment, leadership and resources garnered and mobilized to support universal LSFFA.

Job Summary:
TechnoServe is seeking an Engagement Manager for the anticipated five year LSSFA Activity. As Engagement Manager, you will oversee a portfolio of work that covers stakeholder coordination, communication, knowledge-sharing, advocacy, and support for policy development. The Engagement Manager works with other technical team members on the project to strengthen the engagement of a wide range of stakeholders, including the private sector, civil society, and government, to increase meaningful dialogue, develop clear action plans, strengthen coordination and learning, and ensure that LSFF best practices are shared and adopted.

Primary Functions & Responsibilities:

● Support planning, management, and facilitation of meetings and events with diverse stakeholders, including the private sector, at the national and sub-national level
● Identify and document the specific needs and priorities of national stakeholders, and develop targeted communications as needed.
● Lead the development of project deliverables such as technical briefs, presentations, reports, and assessments; oversee process from conceptualization stage through to writing, editing, and dissemination.
● Identify key priorities and strategic activities for longer-term engagement with regional stakeholders such as the Southern African Development Community.
● Lead the development and implementation of advocacy plans and initiatives
● Support program staff to carry out policy and advocacy activities, such as stakeholder analyses, development of advocacy strategies, and production of communications materials to support policy change; build capacity of project staff in coordination and advocacy as needed.
● Collaborate with key stakeholders such as civil society networks, industry associations, and regional food fortification alliances to stay abreast of recent developments and promote opportunities for collaboration with LSFFA.
● Identify opportunities to strengthen national capacity in the areas of coordination, knowledge-sharing, advocacy, and engagement and lead technical assistance.
● Coordinate with the USAID AFFORD KM Manager in developing knowledge products for dissemination, including briefs, presentations, webinars, and others as needed.
● Collaborate with the USAID AFFORD Lead Award team to facilitate technical assistance as needed
● Contribute to the development of annual work plans, proposing strategic activities in line with the project results framework and identified needs.
● Monitor progress against work plan, following up and providing support to ensure timely achievement of project activities

Basic Qualifications:
● Bachelor’s degree in public policy, public health, nutrition, communications, or other relevant degree, and at least 5+ years of professional experience in donor-funded programs.
● Demonstrated experience in multi-sectoral coordination and/or advocacy, preferably in the nutrition or food security sector.
● At least 2 years’ experience in the field of nutrition, food fortification, food systems, or other related fields.
● Excelled spoken and written English

Knowledge, Skills, and Abilities:
● Strong communication and interpersonal skills; able to build rapport and communicate persuasively and confidently with decision-makers and other stakeholders
● Experience in capacity-strengthening and training; familiarity with organizational capacity-strengthening preferred
● Strong writing skills (both technical and non-technical audiences), with an emphasis on developing concise, targeted communications such as policy briefs, technical summaries, and presentations for different audiences.
● Experience in planning, managing, and facilitating multi-stakeholder meetings and events.
● Innovative and resourceful, with proven ability to overcome obstacles and make independent judgment calls with limited supervision.
● Understanding of key principles and challenges in large-scale food fortification
● Ability to work under tight deadlines while managing multiple tasks and activities
● Highly motivated to grow, develop, and take on new challenges over time
● Strong understanding of the public policy environment for nutrition and food systems in Zambia
