1.0 THE ORGANISATION
The National Science and Technology Council (NSTC) is a Statutory Body which was established under the Science and Technology Act No. 26 of 1997 to promote, coordinate and regulate science, technology and innovation (STI) development in Zambia. It also advises the Government on the broad priority areas for STI and is expected to mobilize various resources in support of the development process for science, technology and innovation. The Council also implements the Strategic Research and Youth Innovation Grant Programmes and is the main Executing Agency for the research collaboration Agreements which Zambia has signed with several countries, such as South Africa, Malawi, Rwanda, Mozambique Germany, Argentina, Brazil and others.
2.0 POSITION 1: EXECUTIVE SECRETARY AND CHIEF EXECUTIVE OFFICER
2.1 JOB PURPOSE
Under the direction and control of the Council, the Executive Secretary is responsible for coordinating, monitoring and evaluating the development and application of science, technology and innovation to fulfil the objectives and functions of the Council.
2.2 KEY RESPONSIBILITIES
The key responsibilities of the Executive Secretary are:
I.
Strategic Role:
To lead the development of the organization’s long-term and short-term strategies and uphold the Council’s culture and mission/vision.
II.
Leadership Role:
To provide company-wide leadership with a focused vision in line with the National Science and Technology Council Act.
III.
Science, Technology and Innovation Development:
To effectively plan the development of the Council to facilitate its advancement;
IV.
Advisory Role:
To coordinate effectively the monitoring and reviewing of the science and technology policies to facilitate timely and appropriate advice and decision-making by the Government;
V.
Science and Technology Regulations:
To ensure the effective enforcement of science and technology regulations to enhance compliance by the research and development institutions;
To regularly monitor, review and assess the impact of science and technology to ensure the relevance of research and development to the national development agenda;
VI.
Management and Administration:
To manage effectively and efficiently staff and other resources of the Council to attain the objectives of the Council;
VII. Science and Technology Promotion: To direct effectively the promotion of science and technology in order to enhance its development and application;
VIII.
Resource Mobilization and Disbursement:
To effectively mobilize resources in order to attain the objectives of the Council; To effectively implement the Strategic Research and Youth Innovation Grants and other Grant Programmes; and
IX.
Stakeholder Engagement:
To effectively and efficiently implement Research Co- operation Programmes with other countries.
2.3 QUALIFICATIONS REQUIRED
I. A holder of a full Grade 12 certificate with credits or its equivalent. Must possess a bachelor’s degree in a scientific/technological field
II. Must possess a master’s degree in a scientific/technological field or Social Sciences.
III. A Master of Business Administration will be an added advantage.
IV. A PhD in a science or applied science or technological field.
V. Should be registered and paid-up member of a relevant professional body where applicable.
2.4 EXPERIENCE
I. Minimum of five (5) years of progressive experience at senior management level.
II. High research output evidenced by an H-Index of 15 or higher and not less than 30 publications in Scopus-indexed journals.
III. Management of grant-supported projects.
2.5 SKILLS
I. Excellent writing and oral communication skills.
II. Good numerical/computation skills.
III Good resource mobilization with a track record of international grant acquisition and negotiation skills.
IV. Team building skills.
V. Innovativeness.
VI. Management and Interpersonal skills
