Job Purpose
The Finance Manager will provide overall leadership for the financial accounts function within an upcoming intervention, and partly support the budgeting and reporting function. Be responsible for ensuring best-in-class financial controls and management for the upcoming program– including capacity building; implementing efficient & effective processes; improving and ensuring compliance with internal control systems. Supervise the development and implementation of appropriate financial management framework to support the realization of the organization’s strategic objectives; prepare financial statements for presentation to senior management and undertake business planning processes to ensure cash flow forecasting, budgeting, management to sustain the organizations objectives; and build capacity among your team to strengthen supervision by working with management to build a culture of values and transparency in finance. Ensure that Zambia Financial requirements and procedures comply with organization’s policies, donor requirements as well as the Government laws and policies.
Summary of Key Responsibilities:
- Oversee the facilitation of internal and external audit missions and addressing of audit actions.
- Supervises the development and implementation of appropriate financial management framework to support the realization of the organization’s strategic objectives
- Oversees the smooth running of workflow by studying methods; implementing cost reductions; and developing financial reporting procedures;
- Coordinating Annual Planning and Budgeting for approval by Regional and Global Hub including grant proposals.
- Coordinate with relevant direct reports to ensure systems and processes are in place and comply with global policies, standards and procedures as well as local policies and procedures.
- Ensure appropriate linkages between the finance and other departments are in place and functional, for maximum results e.g., in cost recovery and cost ratio
- Coordinates and leads the annual audit process, liaises with audit and compliance unit, CLT and external auditors
- Review of donor reports for compliance.
- Monitor grants budgets and expenditure, provide periodical financial reports to management, Country Office and donors.
- Develop and implement financial controls including staff training on financial controls
- Oversee the in-country rollout of corporate systems and applications including relevant SAP modules.;
- Provide overall strategic oversight in the development and implementation of up-to-date support services systems, policies, procedures and guidelines to support in-country finance and IT and ensure compliance of global standards and donor requirements.
- Provide overall vision and direction to the Finance team through effective coordination, planning, prioritization, coaching and supervision
- Create an enabling working environment to foster excellent teamwork and high performing staff.
- Liaise with and communicate with government bodies, donors, other regional offices and local and international agencies stakeholders.

Primary Areas of Accountability:
Qualifications and Experience
- Degree in Finance/Accounting or Fully Qualified ACCA/CIMA professional qualification
- Masters’ qualification will be a plus
- Must have a minimum of 10 years proven progressive experience as a finance development professional in similar management and senior management roles with an INGO
- Must have proven experience operating at a strategic level
- Experience of strategic financial management including understanding relevant funding sources (grants), revenue cycles, budgeting and cost estimation, balance sheets, return on investment
- Excellent knowledge in financial management, grants management, Partner Management and knowledge of donor funding rules and regulations .
- Excellent knowledge and experience in the management and implementation of Information Technology Strategy, Policy development, Infrastructure and Applications
- Good track record in driving change and enabling high-performing teams, with the ability to lead, motivate and develop others
- Practical knowledge of financial and partnership support for development and emergency response.
- Strong knowledge of the requirements of donors’ compliance and grants management;
- Good knowledge of Zambian geopolitical, laws, political, social and economic factors affecting development and humanitarian sectors.
