JOB ADVERTISEMENT NO. 1 OF 2024

The Government of the Republic of Zambia has received financing from the International Development Association (IDA) of the Work Bank Group to support the implementation of the Zambia Education Enhancement Project (ZEEP). The Ministry of Education (Ministry) is the implementing agency of the Project. The Project Development Objective (PDO) of ZEEP is to improve the quality of teaching and learning conditions in targeted primary and secondary schools and to increase access to secondary education focusing on girls. One of the components of the project seeks to increase access to secondary education through the construction of 120 days and weekly boarding secondary schools across all the 10 provinces of Zambia. The construction of the schools is using what is called ‘Community Mode of Construction’ where a school collaborates with local communities to oversee the construction works. At the site level, the construction works are supervised by technical supervisors engaged by District Education Board Secretaries while the actual construction is done by artisans engaged from within the local communities. Each weekly boarding site has six (6) technical supervisors while day secondary school sites have five (5) technical supervisors. Each site is divided into lots each of which is assigned to a technical supervisor. The day-to-day oversight of each site is the responsibility of the school level Project Implementation Committee (PIC) whose membership comprises school teachers and members of the community. The overall supervision of the construction works is the responsibility of Director of the Zambia Education Projects Implementation Unit (ZEPIU). There is a need to enhance site management and supervision through the addition of a technical layer at the site level. It is in this regard that the Ministry intends to use a portion of the IDA financing to engage 120 site foremen who will be deployed to each of the 120 ZEEP Sites. The overall day-to-today management and coordination of ZEEP is the responsibility of the Zambia Education Program Coordination Unit (ZEPCU), which also oversees the Project Implementation Unit (PIU). Both the ZEPCU and the PIU are located at the Ministry of Education.

Job Title: SITE FOREMEN

1. Job Purpose

The primary responsibility of the site foreman to is to supervise and coordinate the work of technical supervisors at each site and ensure that works conform to the approved technical designs.

2. Specific Roles and Responsibilities

The following are the specific roles and responsibilities of the foreman:

a) Prepare and effectively manage the implementation of site level work schedules. The site work schedules will be prepared based on the work schedules prepared and submitted by each technical supervisor for each lot:
b) Assist technical supervisors to prepare their respective work schedules:

c) Read project plans, drawings, specifications, and blueprints:
d) Assist technical supervisors to read and interpret drawings correctly:

e) Oversee construction sites and supervise the use of machinery. equipment and tools:
f) Ensure that all the Buildings under each lot have the right orientation:

g) Ensure safe use of all tools and equipment and enforce the proper use of safety gear, like helmets and goggles:
h) Provide weekly updates on project status to the Assistant Building Officers, the Senior Buildings Officers, and Regional Engineers;
i) Develop and maintain a project issue log, and promptly report, to the Regional Engineers, any issues that require urgent action;
j) Ensure implementation of the Environmental and Social Management Plans during the construction of schools and drilling boreholes at all sites:
k) Submit weekly updates of the Environmental and Social site monitoring checklist to the District Planners:

l) Sensitize the Project Implementing Committee. Technical supervisors, hired project workers and the community on the Environmental and Social Safeguards:
m) Manage hired workers to ensure the project is kept on schedule:

n) Assist the store’s office to ensure that building materials delivered to the site conform to specifications and, where applicable, advise on which materials should be rejected on the basis of failure to conform to specifications:
o Ensure that each site foreman maintains an instructions book for his/her lot
p) Issue instructions, in writing, to technical supervisors as appropriate. The foreman will clear such instructions with the Regional Engineers prior to issuance:

q) Maintain a site instructions book:
r) Ensure that all building materials are properly and conveniently stored;

s) Ensure that a site register is maintained and updated on a daily basis:

t) Ensure that all morning daily routines, such as morning talks, are undertaken;
u) Perform any other tasks assigned to him/her by the Regional Engineers directly or through the ABO:

3. Minimum Qualifications and Experience

a) Diploma in Civil Engineering, Diploma in Architecture or Construction Management: and
b) At least five (5) years experience in a construction supervisory or related role.

4. Required Knowledge and Skills

a) Advanced knowledge of construction management, including procedures and equipment and tools:
b) Ability to read and understand drawings, blueprints, and construction plans;
c) Excellent organizational and time-management skills:
d) Ability to solve problems and fix routine errors:
e) In-depth knowledge of safety guidelines and best practices: Strong site managerial skills:
f) The candidate should be extremely organized with excellent time management, leadership, communication, and project management skills:
h) Proven leadership skills to drive projects to fruition on time and within budget
i) Ability to hire, train, and supervise workers;
j) Expertise in sourcing and supervising construction materials, such as tools and equipment; and

k) Excellent communication and interpersonal skills.

5. Duration of Engagement

The foremen will be engaged for a duration 15 months. The period of engagement will not go beyond 31st December 2025.

6. Reporting

The site foremen will report directly to the ZEEP Component 2 Coordinator. The foremen will submit written fortnight site reports to the ZEEP Component 2 Coordinator as will be guided by their supervisor. Notwithstanding this organizational reporting requirement, the site foremen will submit site updates to the school level Project Implementation Committees (PIC) during the Committee’s fortnight meetings, and District, Provincial and National Supervision and Monitoring Teams during the teams’ scheduled visits.
