Job Purpose:
The Fuel Officer, reporting to the Technical Manager, is responsible for overseeing all aspects of fuel supply for Ndola Energy. This includes supervising fuel ordering, coordinating transfer activities, managing agreements related to fuel supplies, and following up on invoices with both internal and external stakeholders. The role ensures comprehensive fuel management to support the power plant’s operations. Additionally, the Fuel Officer assists company management in achieving key objectives related to Plant Availability, Reliability, and Operating Capacity Factor, while ensuring safe and compliant project execution in line with license conditions and applicable laws and regulations.
Key Responsibilities:
Operational Excellence (60%):

Source and coordinate fuel supplier to Ndola Energy (NECL) through trucks and the TAZAMA pipeline.

Monitor and inspect fuel quality and quantity upon delivery to NECL.

Communicate with fuel suppliers, clearing agents, TAZAMA, INDENI, and independent inspectors regarding fuel supply and transfer processes.

Manage customs clearance with ZRA, release fuel from bonded warehouses, and arrange fuel transfers to NECL.

Reconcile fuel quantities transferred from suppliers to NECL with suppliers, TAZAMA, and INDENI.

Create and maintain uplift tickets in the TAZAMA portal.
-
Conduct throughput and storage reconciliations with TAZAMA and INDENI.
-
Ensure flow meters are calibrated and operational.

Maintain and update fuel supply contracts to ensure compliance and alignment with NECL requirements.
-
Prepare and analyze fuel consumption reports (daily, monthly, and annual) to track trends in power generation productivity.

Prepare fuel supply plan and submit monthly fuel transfer reports to the Technical Manager, Finance, and Procurement.

Assist in meeting NECL’s operational and strategic targets within PPA limits and organizational objectives.

Supervise fuel transfers, sampling, and quality testing before storage.

Oversee testing procedures in compliance with regulatory standards and protocols.

Coordinate with technical to learn if any fuel-related operational issues. And raise the matter with fuel supplier timely.

Address client or customer inquiries to ensure satisfactory service delivery.

Contribute to the improvement of departmental systems, develop procedures, and identify opportunities for process optimization to enhance productivity.

Maintain records of fuel operations and project reports.

Review and update operational, safety, and environmental procedures to support safe plant operation and effective incident response.
Financial (30%):
-
Prepare daily, monthly, annual fuel reports for power generation and other relevant reports for billing purposes

Provide the necessary information for plant budgetary purposes and monitor the expenditure to ensure it within budget

Review of invoices from TAZAMA, INDENI, Inspectors and Suppliers

Follow up invoices, receiving, compiling, issuance and maintaining the records with internal and external stockholders

Create COAs and other related documents
Compliance (10%):
-
To ensure the suppliers, TAZAMA, INDENI and Independent inspectors operates within the contractual agreements, laws and regulations provided by ERB, ZEMA, ZRA, ZMA and other bodies governing power plant operations.

Ensure renewal and application of relevant licenses for power plant operation as required by the regulatory bodies e.g. ERB, ZEMA, ZRA, ZMA etc.

Monitor, evaluate and report environmental performance, including tracking waste generation, handling and disposal

Coordinate fuel testing to ensure that it meets the specifications and oversee fuel offloading and transfer from OMCs.
Knowledge, Skills and Experience required for this Role:
-
Bachelor’s degree or equivalent in Procurement and Supply Chain/ Administration / Engineering/technology and other relevant certifications.

05-10 years’ experience in energy sector and/or procurement of fuel or any industry in fuel supply sector.

Excellent interpersonal, communication and reasoning skills; strong supervisory skills.

Excellent computer skills including use of Microsoft Office

Able to assimilate and embrace change.
