Job Summary
Reporting to the Chief Executive Officer-The role of the Head of Procurement is to manage the procurement of goods, services and works in order to meet the Authority’s requirements.
Purpose of the Job:
Responsible for overseeing and managing the procurement activities within REA. -Ensure the efficient and cost-effective acquisition of goods and services
Developing and implementing procurement strategies, negotiating contracts with suppliers, managing supplier relationships, and ensuring compliance with relevant regulations and policies.
Main Duties/Responsibilities
Procurement Plan
-
Manages effectively the coordination of the development of the procurement plan in order to guide the procurement process and facilitate decision making.
Secretariat Services
-
Undertakes effectively the provision of secretariat services to the Procurement Committee in order to facilitate smooth conduct of meetings.
Bids
-
Manages timely the preparation of bidding documents in order to ensure transparency in the tendering process and compliance with laid down procedures.
Contract Management
-
Manages effectively execution of supply contracts in order to ensure timely delivery of goods.
Procurement
-
Manages timely procurement of goods, services and works in order to meet Authority’s requirements.
Procurement Reports
-
Manages effectively the preparation of procurement reports in order to comply with statutory requirements.
Database
-
Manages effectively the maintenance of procurement database in order to facilitate efficient storage and retrieval of information.
Quality Management System
-
Manages effectively the implementation and maintenance of quality management systems in order to ensure compliance to set standards.
Risk Management
-
Manages effectively the preparation and reviewing of the Unit risk register in order to ensure effective management of risk.
Performance Management
-
Supervises effectively development of work plans and the implementation of performance management systems in order to monitor, evaluate and enhance Unit performance.
Supervision
-
Supervises effectively human, financial and other resources in order to facilitate achievement of Unit goals and objectives.
Education:
-
Grade 12 (or equivalent)
-
Bachelor’s Degree in Purchasing and Supply or equivalent
-
Member of Zambia Institute of Purchasing and Supply
Experience
-
8 years In-depth knowledge of procurement protocols, 2 of which should be in management.
-
Proven leadership experience in high value procurements, with a focus on either government or quasi government procurements.
