TERMS OF REFERENCE FOR THE ENGAGEMENT OF A HUMAN RESOURCE CONSULTANT

BACKGROUND

The Zambia National Farmers’ Union (ZNFU) is a membership-based organization that operates in the agricultural sector with its head office situated in the Showgrounds in Lusaka province. ZNFU desires to engage a Human Resource consultant to review and update its human resource policies and related conditions of services.

SCOPE OF WORKS

The Human Resource consultant will be required to provide the following services:

i.        Review and revise the Union’s human resource policies and related conditions of services so that they are in conformity with applicable laws.

ii.        Provide for the required minimum statutory human resource policies.

iii.        Provide for a policy on the administration of Union motor vehicles.

iv.        Identify any missing critical policies and provide for them.

v.        Support Management to roll out the revised and updated policies to Union staff.

QUALIFICATIONS

The consultant must possess a minimum of a bachelor’s degree in a relevant field and should be duly registered with an appropriate regulatory body. The consultant must have a minimum of 10 years’ practical experience in human resources.

PAYMENT TERMS

The bidder is required to include a gross fee inclusive of all applicable taxes clearly showing the proposed billing structure.

DELIVERY PERIOD

The consultant is expected to complete the entire exercise within a period of one month.

REFERENCE OF SIMILAR ASSIGNMENTS

The consultant is required to submit at least three references comprised of clients where they have rendered similar services in the last five (5) years.

LANGUAGE OF BID DOCUMENT

The language of the bid document should be English.
