The Energy Regulation Board (ERB) is a statutory body established under the Energy Regulation Act to regulate the energy sector by licensing undertakings and ensuring consumers receive a quality service at an affordable price while ensuring a reasonable rate of return to the energy utilities. The ERB now seeks to recruit dynamic and suitably qualified persons to fill the position of
ICT Officer – Software Development and Database Administration.
Job Title: ICT OFFICER – SOFTWARE DEVELOPMENT AND DATABASE ADMINISTRATION – (x2)
ERB Grade: 5
Reports to: Manager – Information and Communications Technology
Job Purpose
To develop, maintain, and administer software applications and databases within the organization in order to ensure the smooth functioning and efficiency of software systems and databases as well as implementing and optimizing solutions to meet business requirements.
Main Duties and responsibilities

Collaborating with various departments to gather requirements and ensure systems are user-centered and efficient

Understand business needs and translate them into functional specifications for software development.

Designing, developing, testing, and deploying software applications tailored to institutional needs.

Administering and maintaining database systems including backups, security, and performance optimization.

Write code for software applications using programming languages such as Java, C# (.NET), Python, PHP, JavaScript and using Front-end JavaScript frameworks (i.e, React, Vue, Angular, etc.).

Ensure scalability, security, and performance optimization during the design phase.

Develop software modules, functions, or components based on the design specifications.

Conduct unit testing, integration testing, and system testing to identify and resolve software defects or issues.

Debug and troubleshoot software problems to ensure functionality and reliability.

Use version control systems like Git to manage code repositories and track changes. Deploy software applications to development, testing, and production environments following best practices.

Providing technical support and user training where necessary.

Minimum Qualification and Experience

Grade 12 School Certificate or equivalent

Bachelor’s degree in computer science, Information Technology, or a related field.

Five (5) years work experience in ICT of which 3 years of professional experience in software development.

Proficiency in programming languages such as Java, Python, PHP, or similar, and strong skills in SQL and database technologies.
