Role Requirement
We are looking for an IT Manager who will be accountable for Planning, Implementation, and maintenance of the LuSE’s Information and Communication Technologies Systems including all communication technologies, the internet, wireless networks, cell phones, computers, software, middleware, videoconferencing, social networking, and other business applications and services. The job holder will be expected to evaluate and provide innovative and cost-effective Business and Information Technology solutions for LuSE to operate efficiently.
This role will be reporting to the Chief Executive Officer to carry out both strategic and operational functions.
Principal Accountabilities

Develops and implements ICT strategies, policies, procedures and priorities in order to achieve the company’s strategic objectives.

Prepares annual ICT budget in line with the strategic plans and ensure effective utilization of resources in line with the corporate objectives.

Coordinates all ICT projects to ensure consistent availability of the required solutions.

Monitors and approves ICT activities and budgets to ensure that activities meet the company’s objectives.

Verifies application results by conducting system audits of technologies implemented.

Develops and maintains organizational Information Technology standards, procedures, and practices to ensure that the organization operates within the legal and regulatory framework.

Provides advice to management on all ICT matters to ensure that informed decisions are made.

Manages Information Technology infrastructure, architecture, systems, networks, software, and resources across multiple platforms to keep ICT systems fully functional with little or no downtime.

Completes projects by coordinating resources and timetables with user departments and data centre.

Ensure that all Service level agreements are adhered to in respect of ICT infrastructure, systems, networks, software are met for the benefit of the LuSE.

Liaison with service providers to ensure that all contractual obligations such as licenses pertaining to all ICT systems are met to ensure consistency and smooth operation of the LuSE system.

Develop and maintain IT business continuity plan and the establishment and management of an IT external disaster recovery site to ensure uninterrupted operation of the LuSE business.

Evaluate the implementation of appropriate ICT technologies to provide clear direction to both the service providers and staff on the ICT needs of the company.

Manage and motivate staff to enhance productivity and ensure staff commit their energies towards achieving departmental objectives.

Manage systems security to avoid down time and loss of revenue to prevent fraud, market collusions and system compromise.

Provides ICT reports to the Board and Management on the activities of the ICT systems when necessary.
Special projects and other duties, as assigned.
Candidate Requirements

Education and Qualifications: Bachelor’s degree in Information Technology or a related Information Technology field.

Experience: 5+ years’ experience in Information Technology and management engagements

Master’s Degree in Information Technology, Computer Science or related certifications is an added advantage

Demonstrate technical competence in ICT operations

Technical knowledge and expertise in IT infrastructure, networks, and cybersecurity

Experience with developing IT Strategy

Member of accredited Professional Association

Proficiency with Microsoft and Business and Enterprise support systems.

Exceptional active listening and verbal and written communication skills.

Strong research, decision making, critical thinking, and problem-solving skills.

Awareness of industry trends, technology, and developments.
