KEY INFORMATION
Job Title: International Debt Management Expert

Position Type (full/part time): Full time
Duration/Level of Effort (long/short term): Up to 15 days (estimated at least 10 days in country and up to 5 days of remote support from home base)

SUMMARY OF THE PROJECT
Revenue for Growth (R4G) activity targets helping Zambia improve domestic revenue mobilization (DRM) and expand the fiscal space for public spending and investments in service delivery and poverty reduction. The activity will engage both government and non-government stakeholders to build capacity in tax policy analysis, improve tax compliance and administration, and strengthen the tax culture in a manner that facilitates private sector growth and accountability relationships between taxpayers and the Government of the Republic of Zambia (GRZ).

Zambia has accumulated a significant debt-to-GDP ratio that became unsustainable and necessitated the initiation of debt restructuring. It is important to promote debt oversight to minimize the repeat of the situation, reduce future borrowing costs as well as promote transparency. USAID has emphasized enhancing debt oversight it as one of its priorities for R4G.

Therefore, USAID R4G project is planning to mobilize an international debt management expert to conduct a debt oversight strengthening scoping mission.

Scoping mission to develop recommendations and an initial roadmap for debt oversight strengthening.

KEY RESPONSIBILITIES
The primary objective of this assignment is to explore the current situation, develop recommendations and a preliminary roadmap for the activity.
