Job Description

The Zambia Environmental Management Agency (“ZEMA”) is a statutory body established under the Environmental Management Act (“EMA”) No. 12 of 2011 whose mandate is to do all such things as are necessary to ensure the sustainable management of natural resources, protection of the
environment, and the prevention and control of pollution. In pursuance of its mandate, ZEMA is now inviting applications from visionary, competent and experienced Zambian citizens to fill the following positions;

LEGAL OFFICER

4.1 Job Purpose

To provide legal services to the Agency in order to protect its legal interests and promote its mandate.

4.2 Main Duties and Responsibilities (Without Limitation)

Undertakes litigation on behalf of the Agency, with the express approval of the Agency Secretary.
Advise management on the provisions of the Law on enforcement and prosecution under various regulations of the EMA No. 12 of 2011 and to ensure good environmental conduct by stakeholders.
Ensures that all legal documents prepared by the Agency are properly drafted to ensure efficiency, effectiveness and success in court.
Advises management on legality of environmental management transactions by stakeholders/clients to ensure compliance with the Environmental Management Act No. 12 of 2011 and its Regulations.
Studies court decisions and recommends changes in wording of environmental management documents and contracts to protect the institution from undue claims
Compiles/prepares management and adhoc reports for information and decision-making purposes.
Handles cases pending before the Courts of law and involving the institution.
Reviews the performance of subordinates to ensure that such performance meets management standards/expectations.

4.3 Minimum Qualifications and Experience

Grade twelve (12) Certificate
Degree in Law (LLB) with current legal Practicing Certificate from the Law Association of Zambia (LAZ)
Three years post bar admission experience
