Project Description

The USAID Let’s Read Zambia project is a 6-year project funded by the United States Agency for International Development (USAID) ending on January 6th 2025 and implemented by the Education Development Center (EDC).  USAID Let’s Read Zambia works to improve reading outcomes for children attending pre-primary (kindergarten) through to Grades 3 and provide professional development for teachers to support reading interventions in Zambian public and community schools.

Job Description

The Logistics and Operations Officer will be responsible for the day-to-day operations of the Project and shall be responsible for supporting project-related logistical needs. This includes, but is not limited to, coordination and tracking of Teaching and Learning Materials (TLMs) logistics and distribution; equipment distribution; training logistics support; vehicle and logistics management across all six (6) project offices; and closeout support. S/he will work closely with the Operations Manager and Administration and Finance Officers at the provincial offices on relevant operational, administrative, and logistics issues. This position will report to the Deputy Chief of Party and will maintain close communications with the technical team as well as operational and financial staff, as relevant, and perform other duties, as assigned.

Essential functions include, but are not limited to the following:

Logistics Coordination:

  • Develop distribution and logistics plans to ensure timely and safe delivery of project equipment and material to provinces and schools;
  • Establish and maintain all logistics documentation and files;
  • Maintain project vehicle tracker documenting planned and actual vehicle movements;
  • Work with DCOP and Project) teams to coordinate national distribution plans for TLMs and/or equipment distribution activities, including arrangements for real-time tracking of transport, proper delivery of materials, and accurate record-keeping/data collection;
  • Monitor and periodically review road safety checks for oft-traveled routes or in preparation of expected distribution activities to ensure safe vehicle movements;
  • Monitor, compile and analyze monthly fuel consumption reports for vehicles and project generators;
  • Develop and maintain vehicle maintenance/servicing  schedules and documentation;
  • Conduct regular meetings/communications with fleet drivers to communicate relevant updates and plans;
  • Oversee vehicle log books in Lusaka and ensure they are up to date and monitor provincial log books periodically ;
  • Organize, as needed, car hires and other transportation needs;
  • Coordinate with Administration and Finance Officers in provincial offices to ensure transportation and delivery of supplies and materials is completed in a timely manner ;

Operations and Admin Support: Provide administrative support to Operations Manager to ensure efficient office operations, such as:

  • Maintain accurate records and databases, ensuring that they are properly filed and archived;
  • Support project closeout operations and tasks, such as disposition;
  • Apply organizational terms, procedures, systems, and policies to all duties; and
  • Any other duties, as assigned.

Qualifications

The candidate for the position of Logistics and Operations Officer shall have at a minimum, the following qualifications:

  • Associate or Bachelor’s Degree in Operations, Fleet, Transport and Logistics or any Management related field;
  • Knowledge of computer skills, using office software such as Word, Power Point, SharePoint,and Fleet Management Systems
  • Strong Excel skills in producing and monitoring trackers or worksheets to manage records, such as vehicle movements, inventory/equipment distribution, etc.
  • Strong Knowledge Fleet Management industry and of the Driving regulations applicable to country of operation and Health and Safety legislation.

Skills and Experience:

  • Minimum of 5 years of experience in Operations/ logistics and fleet management;
  • Experience with USAID or other donor-funded projects;
  • Excellent oral and written communication skills;
  • Technical skills and experience in at least one area of Operations – Logistics or Administration;
  • Must be able to work within a cross cultural setting, negotiate diplomatically, and function well under pressure;
  • Detail-oriented and organized;
  • Experience using computers and software at work, especially email and MS Word and Excel;
  • Ability to work hands-on, independently, and within team in difficult work environment;
  • Willingness to frequently travel to provinces and districts covered by the project.

Additional Information

Language:

Fluency in English is required. Knowledge of (and proficiency in) any of the following languages is preferred:  Chinyanja, Chitonga, Silozi, Lunda, Luvale, Kiikaonde, or Icibemba.
