Expected duration
5.5 months
Duties and Responsibilities
The Loss and Damage Expert in Zambia will collaborate with the UNEP Copenhagen Climate Centre (UNEP-CCC) to support the implementation of the DANIDA-funded project “Assessing and Managing Loss and Damage” in Lusaka and one more city in Zambia (to be decided). The purpose is to participate in the analysis of assessing and managing loss and damage focusing on hazards such as urban heat, urban flooding, or coastal hazards for pilot areas in Zambia (in Lusaka and one more city). For this, the Expert will be responsible for collecting data, complementary analyses, coordinating and engaging with local and national stakeholders, organizing meetings and site visits, and disseminating analysis results. The local Expert will work closely with an international consultant. Loss and damage refer to climate impacts that cannot be avoided through adaptation, split into economic and non-economic losses. Global estimates of economic loss run into hundreds of billions annually, though data gaps limit their accuracy. Local-level assessments are more useful, providing detailed insights into region-specific costs and adaptation needs. For non-economic losses, community-based evaluations highlight who is most affected and the conditions of their experiences. Limited experience in the Global South underscores the need for programmatic support, addressing governance gaps, building local capacity, and fostering policy development for better management of loss and damage. This project has the following specific objectives: 1. Advancing the UNEP-CCC-developed loss and damage methodology in selected cities for local-level assessments 2. Development of local and national plans to manage losses and damages 3. Building capacity for scaling up, assessing and managing losses and damages The project is implemented in close collaboration with the Ministry of Green Economy and Environment (MGEE), Ministry of Infrastructure, Housing and Urban Development (MIHUD) and Disaster Management and Mitigation Unit (DMMU). The work program of the project in Zambia includes: 1. Piloting the UNEP-CCC-developed loss and damage methodology in selected cities 2.
