JOB VACANCY: MANAGER FINANCE AND ADMINISTRATION
The National Technology Business Centre (NTBC) is a Statutory Body established by the Science and Technology Act No. 26 of 1997 and Statutory Instrument No. 136 of 1999, both of which are founded in the National Science and Technology Policy of 1996. NTBC is managed by a Board of Directors drawn from various sectors and industry. The Centre’s main objective is to ensure the promotion, marketing, and transfer of proven and sustainable technologies to entrepreneurs in order to maximize their utilisation and contribute to sustainable national industrial development
The NTBC is seeking to recruit a suitably qualified and experienced Zambian Citizen as Manager Finance and Administration.
Job Purpose
The Job holder will be responsible for the management of Financial, Human Resource and Administrative functions for the Centre in order to facilitate smooth operations.
Main Duties
Finance
Manage the financial resources in order to ensure appropriate utilization and accountability.
a) Coordinate timely the preparation and submission of the budget in order to facilitate resource mobilisation.
b) Manage the development and Implementation of internal controls in order to enhance transparency and accountability in the utilisation of financial and material resources.
c) Prepare and submit annual audited accounts in order to facilitate cecisions. making.
d) Ensures the Centre’s Asset Register is maintained in order to safeguard the Centre’s property.
e) Account for revenues in order to safeguard public resources and support the Budget.
f) Coordinate the Preparation and submission of financial management
reports in order to comply with financial regulations and facilitate informed decision making.
g) Manage the Payroll in order to facilitate the payment of salaries and other emoluments.
Administration
a) Coordinate administrative support services in order to ensure smooth operations.
b) Coordinate the development and implementation of policies.
c) Manage the human resources in order to optimize utilization of human resource at the Centre.
d) Coordinate the Development and implementation of mentorship programmes in order to enhance staff performance.
e) Coordinate the development of Strategic plans and annual work plans in order to facilitate the actualization of programmes;
f) Coordinate the implementation of performance management system in order to monitor and evaluate performance:
g) Coordinate the Planning and implementation of staff training and development programmes in order to build capacity
Knowledge and Skills Requirement
a) Full grade 12 Certificate with credit in Mathematics and English
b) Full ACCA or CIMA or bachelor’s degree in accountancy Qualifications
c) An MBA would be an added advantage.
d) At least Five (5) years relevant post qualifying experience at management level.
e) Must be a member of Zambia Institute of Chartered Accountants (ZICA)
