Job Description

The Manager of Investment Back Office is responsible for the development and implementation of the section strategy, work plan, budget, processes, funding , settlements of all investments transactions and policies and procedures, in support of the overall NAPSA investment strategy. The position also coordinates the operations of the section for enhanced service delivery that meets the expectations of all stakeholders. It ensures safe custody of Authority assets both internal and by external custodians.

Key Responsibilities

  • Develop and implement a strategy for the section to support the achievement of the overall investment strategy that enhances returns to member funds.
  • Prepare and implement a section budget to ensure sufficient allocation of resources critical for the implementation of the section strategy.
  • Develop and monitor the implementation of the section work plan to ensure the section strategy is implemented in a timely manner and with consideration to high quality standards.
  • Develop policies and procedures that provide guidelines in the delivery of back office operations, to enhance efficiency in the delivery of service.
  • Develop and implement new administrative systems to enhance efficiency in the management of back office investment operations for higher returns from investment activities.
  • Monitor compliance with the relevant policies, laws and regulations in the investment industry, to ensure minimal risk exposure to NAPSA.
  • Monitor the effectiveness of the systems, policies and procedures used in the delivery of back office service, to identify gaps and develop solutions for the gaps identified.
  • Coordinate due diligence on investment transactions to identify and address any risk exposures in a timely manner.
  • Coordinate the reconciliation of investment transactions to ensure investment data is correctly documented and reported in order to assist make informed investment decisions.
  • Monitor the flow of information between the front office and the back office to ensure any gaps or challenges are identified and addressed in order to prevent information loss.
  • Coordinate the clearing of transactions to ensure investment transactions happen within the stipulated time for enhanced returns on investment decisions.
  • Coordinate responses to client and user enquiries to ensure minimal disruptions to investment transactions for enhanced returns.
  • Coordinate the management of system issues to ensure the issues are resolved in a timely and conclusive manner in order to prevent recurrences and disruptions to business operations.
  • Prepare and present reports on investment back office to ensure challenges are identified and solutions to the challenges made for enhanced efficiency and effectiveness in back office operations.
  • Ensure Investments compliance with regards to  investment guidelines , Custody of Authority Assets both with Internal and or external Custodians, Asset allocation ,limits, Capital and money market regulation, IFRS and the NPS Act with regards to investments of funds
  • Ensure that Financial instruments are valued in line with applicable IFRS and collaborate with Finance  to ensure that the accounting records reflect accurate positions
  • Management of Collateral and development of collateral policies and procedures
  • In liaison with the Director Investments, coordinate the development, staff performance measurement and training of the staff in the directorate to ensure the availability of competencies critical for the delivery of quality and timely service.
  • 5 “O” Levels with credit and above in Mathematics and English
  • Degree in Economics, Accounting/ Finance/ Operations Management, Business Administration, or ACCA/CIMA or equivalent or business related fields
  • Masters Degree in a Business related field as an added advantage
  • Not less than 5 years of experience in Accounting, Finance, Banking, Investment or Fund Management or relevant business field at a senior management level in an organisation of similar size.
