Job Description

1.0 THE ORGANISATION

The National Science and Technology Council (NSTC) is a Statutory Body which was established under the Science and Technology Act No. 26 of 1997 to promote, coordinate and regulate science, technology and innovation (STI) development in Zambia. It also advises the Government on the broad priority areas for STI and is expected to mobilize various resources in support of the development process for science, technology and innovation. The Council also implements the Strategic Research and Youth Innovation Grant Programmes and is the main Executing Agency for the research collaboration Agreements which Zambia has signed with several countries, such as South Africa, Malawi, Rwanda, Mozambique Germany, Argentina, Brazil and others.

3.0 POSITION 2: MANAGER PROGRAMME DEVELOPMENT AND IMPLEMENTATION

3.1 JOB PURPOSE

To support the Executive Secretary in implementing science, technology and innovation programs at the National Science and Technology Council, this position entails leading the planning, development, and execution of strategic initiatives aimed at advancing science and technology objectives. This role is crucial in translating organizational goals into actionable programs, coordinating interdisciplinary efforts, and ensuring effective implementation to foster innovation and research excellence.

3.2 KEY RESPONSIBILITIES

Key Responsibilities:

i. Strategic Planning: Develop and implement strategic plans for science and technology programs in alignment with organizational objectives and government priorities.
ii. Program Development: Lead the design and development of new programs and initiatives to address emerging challenges and opportunities in the science and technology landscape.
iii. Stakeholder Engagement: Build and maintain relationships with stakeholders including government agencies, research institutions, industry partners, and civil society organizations to foster collaboration and support for program objectives.
iv. Project Management: Oversee the execution of program activities, including budget management, resource allocation, and monitoring of progress against milestones and deliverables.
v. Policy Analysis: Conduct analysis of policy frameworks and regulatory environments related to science and technology to inform program development and advocacy efforts.
vi. Evaluation and Impact Assessment: Evaluate program outcomes and impact, and utilize data-driven insights to continuously improve program effectiveness and efficiency

vii. Capacity Building: Provide guidance and support to program staff, partners, and stakeholders to enhance their capacity in program management, research, and innovation.
viii. Communication and Advocacy : Communicate program achievements, findings and impact to internal and external stakeholders through reports, presentations, and other communication channels. Advocate for the importance of science and technology initiatives to policymakers, funders, and the public.
ix. Risk Management: Identify and mitigate risks associated with program implementation, ensuring compliance with relevant regulations and ethical standards.
x. Collaboration and Networking: Collaborate with national and international partners to leverage resources, expertise, and best practices in support of program objectives.

3.3 QUALIFICATIONS:

Educational Background:

I. A holder of a full Grade 12 Certificate with credits or its equivalent.
II. Must possess a bachelor’s degree in a scientific/technological field
III. Must possess any of the following master’s degrees:

iv. Should be a registered and paid-up member of a relevant professional body where applicable.

3.4 EXPERIENCE

I. Should have 5 years’ experience in programme development and Implementation and 2 years’ experience at senior management level,
II. Experience in resource mobilization; administration of grants and organisation of consultative fora.
III. Extensive knowledge of the science and technology sector

3.5 SKILLS

I. Must be Analytical and have computational skills.

II. Able to demonstrate good computer and literacy skills.

III. Have excellent written and oral communication skills.

IV. Have Leadership and management skills

V. Programme initiation, development, and implementation.
