Job Purpose
To support and undertake Institutional planning, assess progress made towards the achievement of Strategic Business Plan (SBP) and Institutional Performance Targets and adherence to service level agreements in the service charter as well as to determine the relevance, effectiveness, efficiency, and impact of the implementation of SBP systematically and objectively.

Support the design of monitoring and evaluation frameworks for implementations ofinstitutional strategic objectives.

To assist in the development and review of Monitoring and Evaluation (M&E) policiesand tools to provide framework for monitoring and implementation of appropriateinterventions.

Undertaking systematic analysis of data collected through the M&E system to generatelessons learnt, highlight key issues, and bring them to the attention of management.

Initiate the development, implementation, and review of the institutional workplans toassess progress of programme implementation.

Assessing the achievement of the Strategic Business Plan performance indicators andservice level commitments

Ensuring the outcomes and impacts of institutional activities related to SBP objectives are met

Facilitate mid-term and end-term evaluation to check for outcomes and/or impacts of institutional activities relative to SBP Objectives and vision to facilitate implementation of appropriate interventions and ascertain the achievement of set goals.

Preparation of Annual and other reports, validation and compiling of Institutional Performance Reports on a monthly, quarterly, and annual basis to assess progress ofprogramme implementation.

Assist the Senior Manager – Director General’s Office in the facilitation and/or coordination of Management or other high-level meetings including international meetings.

Performs any other related duties as maybe assigned from time to time.
Knowledge and Required Skills

Good knowledge of programme implementation, monitoring and evaluationtechniques and practices
-
Ability to perform a variety of conceptual analyses required for the formulation,administration and evaluation of programmes and activities
-
Proficiency in computer skills and ability to manipulate large amounts of data toensure generation of meaningful information.

Excellent organisation and planning skills
-
High attention to detail, analytical skills, and good numeracy skills
-
Good communication and interpersonal skills and ability to work in a team; and
-
Excellent report writing skills
-
Ability to work independently with a minimum of supervision

Ability to work under time pressure and meet deadlines

Familiarity with impact assessment an advantage

Ability to deal with people with tact and diplomacy.

Full Grade 12 Certificate with university entrance passes.

Degree in Monitoring & Evaluation,
or
-
Degree in Economics, Statistics, Demographics, Development Studies or its equivalent with a Certificate in Monitoring and Evaluation as an added advantage

At least 5 years post qualifying relevant work experience in a reputable organisation of which at least 2 years should have been in an M&E position responsible for implementing M&E activities.
