Job Description
Purpose:
Marie Stopes Zambia (MSZ) seeks a Monitoring and Evaluation Officer to lead on operational research, to manage information systems and organizational data, to produce statistical reports and trend analyses, and to inform overall programme development through evidence to action. The successful candidate will play a key role in ensuring MSZ remains a results focused organization, achieving the greatest health impact possible. The Monitoring and Evaluation Officer will use both internal and external evidence to assist the Management Team with strategic planning and development and will work in conjunction with other program stuff to ensure projects deliver expected results.

Key Responsibilities:

Management Information Systems & Monitoring and Evaluation Processes
-
Support MSZ’s research, monitoring and evaluation function in the development of M&E frameworks and measures of impact and quality of services.

Support the maintenance and application of MSZ’s Health Information Systems and ensure proper deployment, integration, and utilisation.

IT Support and Troubleshooting: provide technical support, resolve system issues and support management of information systems and MSZ’s databases.

Support the development and implementation of IT policies, data management strategies, cyber security and governance frameworks to support business operations.

Provide technical assistance in the collection of high-quality monthly data across the key indicators, including entry, analysis and reporting.

Implement robust data verification and quality assurance systems to validate and authenticate the reliability of performance data.
Organisational Performance Reporting

Work with project and operations teams to ascertain research and data needs, including identifying key performance indicators (KPIs) and using results to in key decision making.

Support collection of both qualitative and quantitative data, ensuring accuracy, and analysing trends to inform decision-making.

Conduct Impact Assessments to monitor program activities and measure the effectiveness of interventions and identify areas for improvement.

Guide the regular sharing of the outputs of RM&E findings with MSZ team members and management, partners, stakeholders and donors. Lead responsibility in presenting analysis of statistical performance, qualitative aspect, and impact for all donor reporting

Participate in external reviews and technical RM&E networks
Operational Research

Support the design and complete internal routine and non-routine studies, surveys, market research, client satisfaction etc. and ensure high quality of standard. Prepare terms of reference and study designs for contracting out research studies to external agencies

Using Evidence for Strategic Development
Use evidence to support planning and review processes in the development of organizational annual work plans and track progress of implementation

Work closely with the Programme Team to ensure that internal and external evidence is informing programme development and implementation to improve delivery of services

Communicate research findings and monthly statistics in a useful and meaningful way to other MSZ team members to facilitate improvements in performance and programme development
Qualifications:

A bachelor’s degree in social sciences, Demography or public health statistics or in a field related to development (significant and appropriate experience will be considered if no post-graduate qualification)

Minimum of 2 years relevant experience.

Excellent verbal and written communications skills, including editing skills with meticulous attention to detail.
