Job Description
Responsibilities:
Under the overall supervision of the Team Leader, the incumbent, who is expected to reside in Lilongwe Malawi, is required to perform the function of Monitoring and Evaluation (M&E) activities by carrying out the following:
Reviewing progress update reports and disbursement requests submitted by the Principal Recipients (PRs) of the Global Fund grants as per the following:

Verifying principal and sub-recipients’ (SRs) primary records for accuracy and completeness.

Conducting cross-checks of various primary documents with the summary reports.

Interviewing principal and sub-recipients’ ‘ staff members and program beneficiaries, while maintaining confidentiality.

Cross verification of monitoring and evaluation and health/programmatic data with financial, management and procurement data/information.

Conduct comprehensive programmatic and monitoring and evaluation analysis and reflection.

Conducting regular and ad hoc visits to the principal and sub-recipients’ to monitor implementation of projects (including training and other key events) and prepare related reports; carry out regular monitoring of principal and sub-recipients’ performance and verify the implementation status of the programme and the progress towards reaching set programme targets

Advise on programme progress, arising obstacles or problems, diversions from policies and any information that is regarded relevant for the successful programme implementation.

Support capacity assessments of principal and sub-recipients’ of grant implementers

Conduct assessments/reviews in monitoring and evaluation and programmatic, functional areas and complete the corresponding sections of the assessment/review reports as per appropriate and relevant guidelines.

Review revised implementation planning documents during grant implementation (workplan, budget, procurement plan, monitoring and evaluation, others), and provide an opinion on proposed changes in programme implementation, effects these changes might have on the attainment of programme objectives, proposed budget reallocations and provide recommendations.

Identify suspicious acts, transactions and activities and processes which may pose potential risks, misconduct, mismanagement, misuse, and fraud.

Monitor any developments within the country’s health system which may affect the performance of projects.

Plan and prepare verification assignments reporting as per agreed templates and forms.

Perform other monitoring and evaluation E and programmatic / health tasks as assigned.
Qualifications and experience:

Master’s degree in Public Health, Medicine, Epidemiology, Development Studies, or a related area.

Applicants with a bachelor’s degree and significant relevant working experience may also be considered.
