The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations that leads international efforts to defeat hunger and malnutrition. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall supervision of the FAO Country Representative, and the guidance of the Assistant FAOR – Programmes, in coordination with the National Emergency and Resilience and the Lead Technical Officer (LTO), the Monitoring and Evaluation Consultant will support the project team by establishing and operationalizing an M&E system, for monitoring progress on project activities and outputs to ensure that the drought and emergency response results are attained and reported upon. The incumbent will work under the direct supervision of the AFAOR-P.

Technical Focus

The incumbent will be responsible for generating quality evidence on results achieved through the FAO drought response projects and programmes implemented by FAO Zambia. This will entail the: i) development and operationalization of frameworks, tools and processes needed to systematically collect and analyse performance-related data; ii) capacity development on MEL of internal and external actors; iii) monitoring of the quality of programme implementation; iv) implementation of the country-level learning agenda and learning roadmaps


Tasks and responsibilities

Specifically, the M&E Specialist will undertake the following tasks on the assigned project;
•    Ensure up-to-date progress tracking of the project indicators as contained in the project logical framework.
•    Monitor progress on project activities and outputs to ensure that the delivery is on track.
•    Ensure that M&E findings are effectively disseminated to all project stakeholders to ensure lesson learning and fine-tuning of project implementation.
•    Support and provide recommendations on the enhancement and implementation of a sound M&E strategy, framework and tools based on Project Document and recommend further improvement of the logical framework of the project.
•    Assist in the development and implementation of a project communication strategy for disaster and emergency responses
•    Monitor outcome and output indicators (gender-disaggregated) based on donor requirements and FAO strategic objectives and contribute to the preparation of relevant results reports, briefs, and other knowledge products.
•    Support beneficiary data collection, feedback mechanism and lead post-distribution monitoring.
•    Assist in documenting challenges, best practices and lessons learned from the project.
•    Facilitate compilation of data and information from different projects for development of comprehensive project reports related to drought emergency. •    Produce internal reports according to FAO cooperate requirements.
•    Any other assigned task.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    Advanced university degree in agriculture, natural resource management, social sciences or other fields related to the FAO mandate.
•    At least five years of relevant experience in crop assessments, research methods and surveys
•    Working knowledge of English
•    National of Zambia

Selection Criteria

•    Demonstrated qualified and relevant experience in setting up and operationalizing monitoring and evaluation systems in food security and livelihoods programs and/or in food security analysis/vulnerability assessments mapping in the NGO and/or IO/UN context.
