ROLE PURPOSE:

The MEAL Coordinator will spearhead the development and implementation of a comprehensive Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the School Feeding Program, ensuring continuous tracking of progress, identification of areas for improvement, and data-informed decision-making in collaboration with the District Education Board Secretary (DEBs Office) and education stakeholders in target districts.

SCOPE OF ROLE:

Reports to: Monitoring, Evaluation, Accountability & Learning (MEAL) Manager

Key areas of responsibility

Monitoring and evaluation

  • Develop a comprehensive project MEAL plan (includes indicator and performance tracking tools, data collection tools, accountability plan, project quality benchmarks)
  • Lead use of the monitoring framework, tools and processes to measure performance and quality. This includes supporting operation staff and partner staff to develop and monitor Quality Benchmarks.
  • Track core school feeding indicators including school attendance using SCI information and management systems, undertake meta-analysis and communicate this monthly, quarterly to the project team and implementing partners.
  • Provide support for monthly reviews and reflections with implementing staff and communities and analyse data trends towards objective achievements.
  • Support the project in designing and conducting assessments and post distribution monitoring surveys/specialized studies to include sampling methodologies, data collection instruments, and analysis and report development.

Accountability and Learning:

  • Develop and support implementation of accountability feedback, complaints and response mechanisms (both digital and conventional) in target district. Ensure accountability to project participants, stakeholders, and the donor.
  • Oversee the collection, analysis, and utilization of evidence to inform project decisions, ensuring consideration of gender, disability, and marginalized children, and driving continuous learning and improvement.
  • Champion knowledge management through the development and use of platforms that store and display evidence and learning that is made accessible and actively used between Save the Children, its partners and donors.
  • With guidance and support from the MEAL & Evidence and Learning national Coordinators, support implementation of a comprehensive organizational MEAL and knowledge management system to enhance impact monitoring, quality control and evaluation in order to improve internal processes and results delivery.

The post holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

QUALIFICATIONS AND EXPERIENCE

  • A minimum of bachelor’s degree in social sciences or related field
  • Minimum 5+ years of experience in MEAL role in NGO sector, experience in humanitarian/emergency response is an added advantage.
  • Experience in social research, both qualitative and quantitative methods, analysis and report writing.
  • Experience & knowledge of social research analysis software (both qualitative and quantitative, examples SPSS, Stata, NVIVO, ATLAS, MAXQDA, etc.)
  • Demonstrated diplomacy in building relationships and working with diverse cultures and audiences and sensitive situations and subject matter
  • Ability to travel to the field with short notice. 50% of the working time may be dedicated to field travel.
