Amref Health Africa in Zambia was registered as a local organization in 2016. Amref Health Africa in Zambia is affiliated to Amref headquarters in Nairobi, Kenya and is also linked with the Amref International University and Amref Flying Doctors.

Since its establishment in Zambia, Amref has since collaborated with the Government of the Republic of Zambia in developing and implementing innovative health development programs across the country in Human Resource for Health, health financing, maternal, newborn and child health, and health security. The organization has physical presence in 4 provinces and programmatic presence across the country.

Project Background

The U.S. Centers for Disease Control and Prevention (CDC) released Notice of Funding Opportunity (NOFO) number CDC-RFA-JG-25-0062 in December 2024, the NOFO titled “providing targeted technical assistance to the HIV/TB prevention-care-treatment continuum using cost efficient and scalable quality improvement approaches to address program gaps in support of sustainable HIV services in Zambia under PEPFAR.”  The NOFO aims to support health systems strengthening efforts and the delivery of HIV/TB prevention, care and treatment services to meet the Joint United Nations Programme on HIV and AIDS 95-95-95 targets from the current 89-98-96 before 2030. The purpose of this NOFO is to provide targeted technical assistance (TA) support to the HIV/TB prevention, care and treatment continuum through cost-efficient and scalable quality improvement approaches. The aim is to address program gaps in targeted areas with unmet needs and support sustainable HIV/TB services in select CDC-supported provinces in Zambia to ensure subnational and national targets are met or exceeded.

Job Description

The Monitoring, Evaluation and Learning (MEL) Director, working as part of Project Technical Team, will support the monitoring and evaluation strategy including technical assistance, capacity building in support of the anticipated CDC funded project. Working under the supervision of the Principal Investigator, The MEL Manager is responsible for implementing monitoring and evaluation systems, information analysis, capacity strengthening and development of program management plans and project monitoring.

Duties and Responsibilities

  • Collaborate with the Principal Investigator in overseeing the management of USG/CDC/PEPFAR monitoring, evaluation and learning components, ensuring that strategic activity planning is guided by project data and relevant Health Management Information System (HMIS) datasets.
  • Lead the design and implementation of all monitoring, evaluation and learning (MEL) activities, including the development of the project’s performance monitoring plan, development and monitoring of project indicators, implementation of project evaluation, quality assurance and auditing of data in line with USG/CDC/PEPFAR.
  • Ensure that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes.
  • Ensure compliance with CDC/PEPFAR MEL rules and regulations, working with the headquarters grants and contracts team.
  • Support provincial monitoring and evaluation (M&E) teams with data collection, compilation, analysis and use of data to orient programming.
  • Provide technical input and review reports to meet both the donor and Amref’s requirements, and attend donor review meetings.
  • Provide technical support in the design, implementation and analysis of periodic quantitative and qualitative data collection activities, including baseline and end of project assessments.
  • Support the design and roll-out of initiatives to strengthen Amref’s technical approach to program M&E from the field level to headquarters (including adoption of standardized indicators; performance M&E plans, activity and tracking tools).
  • Provide technical support to field teams for all ME&L related activities.
  • Design and review routine project monitoring and report forms and data flow mechanisms and oversee the management of data for regular reporting on program progress.

Qualifications

Education and Experience

  • Minimum a master’s degree in a relevant field, such as Demography, Public Health, Biostatistics, epidemiology or a social science. Academic certificates must verified by Zambia Qualifications Authority (ZAQA).
  • Minimum of 7 years’ experience in the implementation and management of USG/USAID/CDC/PEPFAR funded health projects.
  • Experience and familiarity with data and knowledge management best practices.
  • Experience in planning and implementing surveys is an added advantage.
  • Demonstrated experience with national HMIS and electronic medical system.
  • Demonstrated ability to transfer knowledge through informal and formal trainings.
  • Experience in building the capacity of implementing partners in M&E.
  • Extensive knowledge of CDC/PEPFAR/Ministry of Health reporting systems and requirements.
  • Knowledge of standards, desirable outcomes or SOPs in HIV/AIDS programs is an added advantage.
  • Experience supporting the development of M&E systems for donor funded projects.
  • Understanding of CDC/PEPFAR monitoring evaluation and reporting (MER) indicators, requirements and timelines (DATIM and HFR).
  • Experience using DHIS 2, Power BI, IQ Care and other applications used to support health management information systems.

Knowledge, Skills and Competencies

  • Proficiency in both written and spoken English.
  • Ability to develop and maintain strong relationships with clients, donor and governments including Ministry of Health.
  • Excellent communication and interpersonal skills and ability to work as part of a multicultural team.
  • Able to work under pressure and on multiple tasks.
  • Dynamic, self- motivated and able to demonstrate initiative.
  • Willingness to travel extensively within Zambia.
