AFROCAB Treatment Access Partnership is a leading African network of HIV community leaders and advocates dedicated to accelerating access to optimal HIV and comorbidity treatments and prevention products. Operating primarily in sub-Saharan Africa, AFROCAB has a secretariat in Zambia and a presence in 22 countries. Established in 2011, AFROCAB facilitates community-driven treatment access dialogues with multinational and generic drug manufacturers, policymakers, UN agencies, civil society organizations, and other stakeholders involved in HIV drug development, diagnostics, and clinical research. Currently, AFROCAB focuses on three strategic areas:
> Strengthening Advocacy for Health Commodity Access Across National, Regional, and Global Platforms
> Forging Alliances and Enhancing the Capacity of National and Regional Networks
> Enhancing country-level responses and coordination
Position Summary:
The MEL Officer will serve as a consultant responsible for coordinating Monitoring, Evaluation, and Learning (MEL) systems for AFROCAB’s multi-country programs and initiatives.
The Officer will develop the results framework and provide technical and administrative leadership in Monitoring, Evaluation and Learning (MEL) to ensure effective program management. Additionally, the Officer will support resource mobilization efforts by establishing robust monitoring and evaluation systems to enhance donor engagement.
Additionally, the Officer will stay up to date with the latest M&E approaches to ensure the use of technically sound monitoring, evaluation, and information systems for data collection and reporting.
Duties and Responsibilities:
> Design and implement systems for data collection, collation, and timely reporting of program results and new initiatives from country-based programs and health facilities, ensuring compliance with donor requirements.
> Coordinate MEL and research systems and activities to enhance program effectiveness.
> Provide strategic guidance on the timing and implementation of MEL and research activities, including impact evaluations, to strengthen program outcomes.
> Conduct data analysis and disseminate findings to support cross-cutting learning and specialized projects on key topics of interest.
> Ensure high-quality delivery of research activities, adhering to ethical protocols and compliance standards.
> Contribute to data visualization efforts to communicate program results effectively using high-quality, visually engaging data.
> Design and oversee the collection, quality assurance, and reporting of performance data from country-based programs and health facilities, aligning with donor requirements.
> Lead regular assessments and capacity-building initiatives for staff and volunteers to improve data quality and program integrity.
> Collaborate on routine Data Quality Assurance (RDQA) processes.
> Review and update Standard Operating Procedures (SOPs) for data management, including collection, aggregation, and validation, to meet evolving program needs.
> Develop technical expertise in simple and complex data analytics to support program decision-making and build capacity at the country and community levels.
> Train various team members in the various monitoring and evaluation tools and approaches
> Support senior management in the development of the AFROCAB Theory of Change
Minimum Qualifications:
Education:
> Advanced Diploma in Epidemiology, Demography, Computer Science, Biostatistics, Public Health, Health Informatics, or a related field.
> A Degree in Demography, Computer Science, Biostatistics, Public Health, Health Informatics, or a related field is an added advantage.
Experience:
> At least 5 or more years of experience as a MEAL Officer or in a similar role.
> Proficiency in Microsoft Excel, Access, MS SQL Server, and MySQL or equivalent
> Strong data visualization skills using tools such as Power BI, Tableau, and web connectors or equivalent
> Minimum 3 years of experience in data management.
> Experience working in community-based HIV programs is highly desirable.

> Strong interpersonal and teamwork abilities.
> Flexible and collaborative mindset.
> Registered with a MEL professional body.
Language:
Fluency in English (speaking, reading, and writing).
