Position: Monitoring, Evaluation, Research, Reporting and Learning

(MERRL) Officer

Placement: SAfAIDS Zambia Country Office, Lusaka, Zambia
Background:
SAfAIDS is a regional non-partisan and non-profit civil society organization; whose

Integrated Effective and Ethical Development Responses to SRHR, by enabling
Gender Equality and Social Inclusion (GESI) and Resilience for All. We are
looking for a quality conscious, results focused, systematic planner, problem
solver, strong qualitative and quantitative data skilled Monitoring, Evaluation,
Research, Reporting and Learning (MERRL) Officer for our Zambia Country
Office. The MERRL Officer will ensure alignment of monitoring and evaluation
activities to programmes MERRL frameworks and plans, log-frames, PMPs,
theories of change, data quality standards and guidelines. She/He/They will
generate monthly, quarterly and annual MERRL Reports, and MERRL work plans
for the Zambia country programmes. She/He/They will do analysis of all data, and
reflect this analysis with outlined implications for programming direction, financial
and other organizational dimensions; within MERRL reports they generate.
She/He/They will strengthen monitoring and evaluation capacity of SAfAIDS
programmes staff and partners to ensure timely collection and reporting of
accurate data; this includes ensuring consistent and correct use of monitoring and
reporting tools both in SAfAIDS and among its partners. She/He/They will apply
compliance MERRL checks with all partners; and is responsible for complete and
correct up to date maintenance of all MERRL files, and relevant Country Office
files, on a monthly basis. She/He/They champion Data management, which
includes mobilizing data from programmes staff and partners, conduct routine data
verifications, ensuring that programmes data is captured onto database on time
and appropriate filling of data sources.

Requirements
The Ideal Candidate should have the following qualifications and experience:
•A relevant Bachelor’s Degree in statistics, operations research, economics,
Information Systems or any social sciences. Master’s degree in Biostatistics,
Population Studies, statistics or any relevant field is an added advantage.
•Minimum of 3 years’ experience in developing log frames, results-based
management (RBM) frameworks, performance monitoring plans (PMPs), and
designing Theories of Change (TOCs) and related MERRL and research tools.
•Strong research experience (data collection, enumerator training) with
demonstrated ability in the use of quantitative and qualitative methods.
•Excellent interpersonal and people management skills with effective
communication, problem-solving and sound decision-making capacity, ability to
prioritize multiple tasks and work effectively in a demanding environment.
•Advanced computer skills in spreadsheets and info-graphics presentations,
including knowledge of software packages such as
SPSS/STATA/SAS/Excel/Access.
•Exceptional analytical and report writing skills.
