1. DIVISIONAL MANAGER
Main Purpose of the Job
Reporting to the Technical Director, the job holder will be responsible for the technical and commercial operations in the Division by ensuring that water supply and sanitation services are provided in an efficient and sustainable manner.
Main accountabilities
-
Develops Divisional operation plans and oversees implementation to ensure delivery of quality water and sanitation services.

Coordinates the Division maintenance works in liaison with Technical Asset Management to ensure continuity of service delivery.
-
Ensures that raw water sources are safeguarded against pollution by continuous monitoring quality of raw water and ensuring immediate implementation of remedial action in the event of unacceptable pollution levels.

Implements all company policies and programs at the Division to ensure that staff welfare, customer care, implementation of Maintenance Management system (MMS) in liaison with key departments concerned.

Prepares and submits periodic reports covering the operations of the Division for Senior Management information and decision making.

Represents the Company in all developmental and communication meetings with Key stakeholders in the Division. Ensures information flows through meetings, memos and seminars

Chairs Divisional management and family meetings, attends and presents Division’s monthly report at the Bi-Weekly Executive meetings at Head Office.

Makes periodic visits at least once a month to operational areas such as treatment plants, sewer ponds and booster stations to see first – hand, the status of operations

Oversees the preparation of and implementation of the Division’s annual budget as well as Strategic Corporate and business plans and ensure that expenditure at the Division is within the approved budget.

Supervises, coaches, motivates, develops and disciplines subordinates. Monitors, reviews and agrees on the performance of subordinates to ensure that they meet their agreed performance targets.
Knowledge and Skill Requirements:

Grade 12 Certificate with minimum of 5 ‘O’ Levels
-
Degree in Mechanical, Civil, Environmental, Civil, Water or Chemical Engineering
-
Minimum of 7 years’ post qualification experience in a similar role in a comparable institution

Professional Member of the EIZ and Registered with the Engineering Registration Board (ERB)

Good understanding of organization dynamics and technical processes and policies.

Good understanding of engineering principles and water utility operations
-
Able to anticipate challenges and opportunities which may arise from customers, regulatory, technological and sector changes and translate these into coherent strategies

Experience in commercial processes

Ability to work in a fast-paced working environment

A wide range of creativity and latitude is expected

Valid Driver’s License with minimum of 2 years’ experience (Ability to Drive Manual Vehicle)
2. IT MANAGER
Main Purpose of the Job
Reporting to the Director Finance, the job holder will be responsible for planning, coordinating, and directing the Company’s computer systems; determining the organization’s information technology goals/objectives; and identifies and recommends the appropriate technologies needed to meet the Company’s goals.
Statements of Main Accountabilities

Strategic IT Planning & Governance: Develops and executes MWSC’s IT strategy and roadmap, manage the IT budget, and establishes IT policies.

Infrastructure & Systems Management: Leads the design, implementation, maintenance, and upgrade of core IT infrastructure, including WAN, LAN, Servers, virtualization platforms, storage solutions, and telecommunications. Oversees the management and optimization the integrated ERP system (Finance, Billing, HR, CRM, CMMS).

IT Operations & Maintenance: Directs in-house repair and maintenance activities for all IT hardware and software and manage the outsourcing of complex IT repair and maintenance jobs.

Cybersecurity & Data Protection: Formulates, implements, and refines MWSC’s cybersecurity framework, conducts regular security audits, and leads incident response efforts.

Team Leadership & Development: Recruits, leads, mentors, and develops a high-performing IT team, fostering a culture of continuous learning and collaboration.

Technical Support & User Enablement: Oversees the provision of timely technical support and manage user access and permissions for all systems.
-
Vendor & Project Management: Manages relationships with IT vendors, negotiates contracts, and leads IT projects from initiation to closure.

Reporting & Compliance: Prepares and presents regular reports on IT performance metrics and ensures all IT operations and systems comply with relevant regulations.
Knowledge and Skill Requirements:
-
Education: Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a closely related field.

Certifications (Strongly Preferred): Professional certifications such as CompTIA A+, Network+, Security+, CCNA, MCSA, MCSE, ITIL, PMP, or CISSP.
Experience:
-
Minimum of 5 years of progressive experience in Information Technology roles.
-
At least 2 years in a proven leadership or managerial capacity.

Demonstrable experience managing complex IT infrastructure (network architecture, server administration, virtualization, cloud services).
-
Extensive experience with integrated ERP systems, specifically managing modules like Finance, Billing, HR, CRM, and CMMS.
-
Proven track record in overseeing in-house IT repair and maintenance operations, as well as managing external vendors for specialized services.
-
In-depth knowledge of cybersecurity principles, risk management, and data privacy regulations.
-
Valid Driver’s License with minimum of 2 years’ experience (Ability to Drive Manual Vehicle)
3. METER READERS
To carry out customer service functions in the assigned area of operation by taking meter readings accurately to enable billing and generation of correct bills for services rendered
Statements of Main Accountabilities

Reads and records water consumption meters.

Verifies readings in instances were consumption appears abnormal and provides reasons for fluctuations
-
Distributes disconnection notices to customers whose bills are overdue
-
Responds to simple customer queries in the field and records queries that are more complex for submission to the supervisor for action and ensures that feedback is timely communicated to the customer

Records unmetered properties in designated area and opens new meter cards for new metered properties to update the billing database.

Carries out water disconnections and reconnections as and when required
-
Inspects meters for unauthorized connections, defects and damages and reports to the supervisor
-
Update clients’ address, contact numbers and meter location coordinates
-
Performs any other tasks as assigned by the supervisor
Knowledge and Skill Requirements:

Grade 12 Certificate with 5 O Levels
-
Diploma in Business studies or related field and 1 year experience in a similar role will be an added advantage
