Chambeshi Water Supply and Sanitation Company Limited (ChWSSC), is the Utility Company based in Northern and Muchinga Provinces of Zambia providing water and sanitation services under the provision of the Water and Sanitation Act No. 28 of 1997.

1.
PROJECTS ENGINEER- INFRASTRUCTURE PLANNING AND DEVELOPMENT-SALARY GRADE CMS -3 (01)
PURPOSE OF THE JOB:
To coordinate the planning, design and implementation of activities of consultants and monitor scheduling of activities for contractors to ensure value for money for ChWSSC.
MAIN DUTIES & RESPONSIBILITIES
-
Plan and design for water supply and sanitation infrastructure development
-
Prepare project proposals for possible financing of water supply and sanitation infrastructure development.
-
Prepare bankable documents for possible financing by cooperating partners in line with water supply and sanitation investment master plans.
-
Offer technical support to project implementation, maintenance and operation teams to ensure efficiency in the delivery of water and sanitation services.
-
Review feasibility studies reports, designs reports and tender documents for all contracted works and other projects being done by private developers.
-
Develop standards and specifications for water supply and sanitation infrastructure design and construction.
-
Undertake and agree to performance targets and conduct appraisal for all staff under his/ her supervision.
-
Coordinate consultative process with GRZ, NGO’s and Cooperating partners in line with the financing/project agreements between the IFI’s and GRZ/CHWSC.
-
Plan and execute key project management meetings and liaison with stakeholders.
-
Prepare and handle key negotiation, dispute resolution meetings related to the project with consultants and contractors
-
Prepare monthly and quarterly progress reports as required by CHWSC Management and funding institutions.
QUALIFICATIONS AND EXPERIENCE
-
Grade 12 (Form V) School Certificate including Math & English.
-
Bachelor’s degree in Civil Engineering, Project Management or Municipal Infrastructure or its equivalent from a recognized University/Institution.
-
Member of the Engineering Institute of Zambia (EIZ).
-
A minimum of 5 years post qualification experience.
-
Registered with the Engineering Regulatory Board (EngRB).
-
In possession of a Clean Driver’s license.

ASSISTANT PROJECT ENGINEER- INFRASTRUCTURE PLANNING AND DEVELOPMENT-SALARY GRADE CMS-4 (01)
PURPOSE OF THE JOB
Plans and designs Water Supply and Sanitation and other support Infrastructure in Line with Company’s Development Plan. Prepare detail drawings for proposed and completed Projects.
DUTIES AND RESPONSIBILITIES

Designs and Prepares Final Engineering Working Drawings in Accordance with Engineering Standards and Agreed Targets for Proposed and

Infrastructure Development and Rehabilitation Projects.

Carries Out Frequent Site Inspections During Project Implementation to

Ensure Compliance to Design Drawings and Bill Items.

Amends Working Drawings to Suit as Built at Completion of All In-House Construction Projects

Prepares and Quantifies Detailed Chronological Lists of Project Activities and Estimates the Costs for Implementing All In-House Construction Projects.

Prepare Monthly and Quarterly Progress Reports as Required by CHWSC Management and Funding Institutions.
QUALIFICATIONS AND EXPERIENCE

Grade 12 (Form V) School Certificate including Math & English.

Bachelor’s Degree in civil Engineering, Project Management or Municipal Infrastructure or its equivalent from a recognized University/Institution.

REVENUE ACCOUNTANT-SALARY GRADE CMS 4
PURPOSE OF THE JOB
To account for all revenue and receivables including miscellaneous income.
DUTIES AND RESPONSIBILITIES
-
Accounts for revenue and trade receivables by reconciling the amounts between billing and accounting systems.
-
Computes and reconciles monthly NWASCO Water and Sanitation fees.
-
Accounts for non- trade receivables by invoicing and receipting of payments including reconciliation of respective ledger accounts.
-
Reconciles Staff debtors on a monthly basis.
-
Accounts for provisions, for doubtful debts and bad debts write offs.
-
Collects, records RD cheques as well as raises adjustments in adjustments book and submits to the Customer Services Officer.
-
Operates as an agent for Bank accounts for effective communication and risk control.
-
Monitors usage of manual receipt books to prevent fraud.
-
Receipts and reconciles miscellaneous income.
-
Ensures manual receipts are updated in the billing system on daily basis.
-
Reconciles and maintains cash office imprest.
-
Updates billing adjustments in the accounting system.
-
Updates Capital Contribution, amortizes and reconciles for complete and accuracy of records.
QUALIFICATIONS AND EXPERIENCE

Grade 12 (Form V) School Certificate including Math & English.

Degree in Accountancy with Professional Accounting Qualification such as CA-Zambia, Full ACCA or CIMA

4. DISTRICT MANAGERS-SALARY GRADE CMS 4 (04)
PURPOSE OF THE JOB
To plan, coordinate and manage operations at the district in the provision of quality water and sanitation services, commercial services including customer relations so as to contribute to financial viability and service delivery.
DUTIES AND RESPONSIBILITIES:
The successful candidate is expected to do the following duties:

Plans the daily, weekly and monthly production schedules to ensure supply of quality water and sewerage services at the district.
-
Ensures adequate water and sewerage service delivery to customers as per service level guarantee.
-
Plans, monitors and controls district operations and water production against set targets.
-
Ensures that maintenance and repairs are carried on all plant, machinery and vehicles according to maintenance schedules in order to minimize interruptions to operations.
-
Prepares and monitors the district budgets so as to operate within approved parameters.
-
Ensures correct metering, billing and revenue collection is carried out as planned in order to achieve or exceed district set targets. Supervises, trains, coaches and disciplines subordinates.
-
Enhances business in the district by maintaining collection efficiency above 100%.
-
Maintains good industrial relations with the workers, customers and stakeholders.
-
To represent the Company in all stakeholder meetings at district level.
-
Prepare and submit required district reports on time.
QUALIFICATIONS AND EXPERIENCE

Grade 12 (Form V) School Certificate including Math & English.

Degree in any Engineering field or a Business-related degree with practical experience in an engineering industry or company.

A minimum of 3 years post qualification experience.

Member of the Engineering Institute of Zambia (EIZ) or Field of Qualification.

5. ICT OFFICER-SYSTEM DEVELOPMENT-SALARY GRADE CMS-4 (01)
JOB PURPOSE:
To manage databases and provide support services to end users.
MAIN DUTIES AND RESPONSIBILITIES
-
To ensure that all applications that are of relevance to system users are configured and running seamlessly and work closely with the online and offline branches to provide end-user support and issue resolution.
-
Perform periodic security audits and system or network vulnerability assessments.
-
To secure all installed systems by developing system access, monitoring, control and evaluation. Implementing and testing disaster recovery and perform regular and on-demand system backups and recoveries on all Servers.
-
Assist to manage & troubleshoot networks, intranet & internet connectivity throughout the organization.
-
To perform a wide range of system administration duties on the Windows Server Domain controller and other servers including install, debug, maintain, upgrade, and general support.
-
Interface with vendors for procurement & maintenance of all IT infrastructures.
-
To assist in the organization in inventory management of all hardware and software resources and actively participate in hardware maintenance schedules.

To create and maintain documentation for all processes and procedures in the systems administration section.

Assist to develop and maintain the corporate website.

Detection of cyber crime

To provide and recommend system technologies to support business requirements and any other advice as necessary

6. PUBLIC RELATIONS OFFICER-SALARY GRADE CMS-4
PURPOSE OF THE JOB
To plan and manage the company’s public relations function in order to raise the profile of the company through planned and sustained activities emphasizing the positive aspects of the organization and thereby gain public understanding and acceptance.
DUTIES & RESPONSIBILITIES
-
Develop and ensure that the service charter (communication the service charter) is implemented.

Review and implement the Communication strategy
-
Develop and implement a comprehensive public awareness campaign to enhance support and participation in the company’s programmes
-
Provide input into the development of the directorate strategy and directorate annual work plan
-
Provide input into the Unit’s budget to facilitate acquisition and allocation of resources
-
Recommend reviews and ensure implementation of the unit’s policies and procedures
-
Develop, monitor and control the related departmental budget to support current and future business objectives.

Prepare news releases, newsletters, speeches, documentary scripts, promotional and public awareness campaign materials, institutional advertisements in order to keep internal and external publics informed.

Edits special publications (brochures, leaflets, flyers, newsletters) and other communications directed to internal and external publics.

Contacts news media, freelance journalists, institutional and professional publications with the intent of getting them to publish news or features about or originated by the organization. Responding to media requests for information or spokespersons.

Arrange and manage press conferences, trade shows, annual/anniversary celebrations, awards to ensure effective company participation in public events.

Organize and management public and stakeholders’ platforms to discuss various subjects pertaining to the company operations, plans and challenges among others.

Create communications using multimedia knowledge and skills, including photography, layout for brochures, leaflets, calendars, institutional advertisements, recording and editing of audio and video tapes and preparation of audio-visual presentations to ensure quality productions

Gathers intelligence-enabling the organization to plan programmes responsive to its publics and problem situations, monitoring public relations programme effectiveness during implementation, and evaluates programme impact.

7. FRONT OFFICE SECRETARY-SALARY GRADE CMS-6(01)
JOB PURPOSE
To assist in managing the Front Office, send and receive telephone calls and direct them to the appropriate officers of the company thereby ensuring the smooth running of operations of the company. Serves visitors by greeting, welcoming, and directing them appropriately; notifies personnel of visitor arrival; maintains security and telecommunications system.
MAIN DUITIES
-
Managing the front office to ensure effective telephone and mail communications both internally and externally to maintain professional image
-
Provide basic information, such as hours of operation or directions to the place, and direct other inquiries to the appropriate staff member.

Keeps accurately records of appointments and assignments in order to ensure timely attention and action.

Welcomes visitors by greeting them, in person or on the telephone, answering or referring inquiries. Directs visitors by maintaining employee and department Directories, giving instructions

JOB PURPOSE:
Receipts, reconciles and declares daily collections for purposes of accountability.
MAIN DUTIES
-
Receives, counts and verifies actual receipts with daily collection reports from Cashiers of various pay points for accountability.

9. PLUMBERS-SALARY GRADE CMS 8
PURPOSE OF THE JOB:
Responsible for the implementation of all assigned duties and submission of relevant reports with adherence to set standards.
RESPONSIBILITIES & DUTIES
-
Conduct Bulk Meter Installations – Commercial or System meters
-
Repairing of leaking water pipes and maintenance of burst and/or broken pipes
-
Attending to pre-paid meter complaints.
-
Repairing and cleaning of bulk stuck meters.

Conduct Bulk Meter Management – Servicing and Cleaning

Network maintenance and balancing.

Conduct Meter Testing follow-ups to customer complaint

MECHANICAL FITTER -SALARY GRADE CMS 8 (01)
PURPOSE OF A JOB
Carry out maintenance and repair of all mechanical and plant equipment for maximum availability and efficient operation.
MAIN DUTIES
-
Carrying out Preventive maintenance jobs according to preventive maintenance check lists, instructions and applicable work procedures.

Identify methods and procedures required to carry out and aid machining or assemblies’ tasks.
-
Identify and diagnose broken down operating equipment and draw lists of requirements.
-
Identify and diagnose equipment with planned repairs and draw lists of requirements.

JOB PURPOSE:
To receive and resolve customer queries in the assigned area of operation involving taking meter readings accurately in readiness for correct billing
MAIN DUTIES

Receives complaints and logs them in the management information system to ensure complaint registration.

Participation in Revenue enhancement program

Follow up and resolves complaints, which are within their jurisdiction and refer complex ones to the superior officer in order to ensure customer satisfaction.

Submit customer information for account opening and unregistered properties to ensure increased billing.

JOB PURPOSE:
To clean and secure offices and collect and distribute/deliver mail from Post Office/Registry to designated offices and other institutions
MAIN DUTIES

Maintains an efficient filing system for CHWSC’s personal and operational files

Collects and delivers mail, newspapers and circulates files, memoranda, within the office to facilitate company operations
