EMPLOYMENT OPPORTUNITY
The Mulungushi Village Complex Limited (MVCL) is a Real Estate and Hospitality Company established by the Government of the Republic of Zambia (GRZ). The MVCL was incorporated in 2006 as a Limited Liability Company under the Companies Act, CAP 386 of the Laws of Zambia. MVCL is a subsidiary of the Industrial Development Corporation (IDC). In its pursuit to remain as a premier choice for long and short stay accommodation, conferences, and banqueting services, MVCL seeks to appoint dynamic, motivated, and proactive persons to fill the following vacant positions:
1. Director Property Development and Maintenance
Summary Job Profile:
To provide overall supervision and leadership of Property Development and Maintenance, formulate and implement the property development and maintenance policies and strategies of the MVCL, ensure up-to-date development and maintenance information is available to the Board, CEO, and Senior Management for decision-making, and ensure adequate development and maintenance records and internal controls are established and maintained. This role also ensures that all reporting requirements are met.
1.0 Main Duties and Responsibilities
1.1 Strategic Business Planning and Review
-
Preparing departmental work plans and budget for incorporation into the MVCL corporate budget.
-
Provide real estate or built environment information and insights for input into the strategic plan, assisting the organization in raising funds in a cost-effective and time-efficient manner through prudent property development investments.
-
Manage the competing forces of risk and return, as well as manage the relationship between time, cost, and quality during project execution.
-
Maximize revenue while minimizing cost to deliver a quality outcome by managing project costs (land acquisition, professional fees, construction costs, etc.).

Prepare monthly, quarterly, annual, and ad-hoc reports on the development and maintenance of MVCL properties.
-
Monitor and review the performance of subordinates to ensure they meet their performance objectives.
2. Property Development
-
Oversee the acquisition of new real estate for the organization.
-
Manage the organization’s real estate development portfolio.
-
Identify new potential buildings and properties to develop and engage in contract negotiations.
-
Conduct due diligence on properties to ensure risks are mitigated.
-
Engage, inspire, and manage project teams to ensure successful outcomes.
-
Drive the project development concept design formulation.
-
Ensure necessary permissions and approvals are obtained for project development.
-
Initiate the pre-sales and marketing of the project before construction.
-
Participate in sourcing funding for the project.
-
Supervise construction from ground to completion.
-
Oversee contracts and service providers (e.g., horticulture, waste management, pest control).
3. Property Maintenance
-
Manage the rehabilitation and maintenance of accommodation and office properties.
-
Regularly inspect accommodation facilities to ensure tenants adhere to contractual obligations.
-
Develop and implement a comprehensive maintenance plan.
-
Supervise and inspect all work done by contractors to ensure proper property control.
-
Prepare monthly, quarterly, and ad-hoc reports on property development and maintenance.
-
Review the performance of subordinates to ensure they meet their objectives.
-
Ensure the re-modelling of gardens and surroundings for a quality appearance.
-
Perform other duties as assigned by the CEO.
Qualifications
-
Full Grade 12 School Certificate
-
BSc Degree in Real Estate, Quantity Surveying, Civil Engineering, or Building Construction Management
-
Master’s Degree in Land Economy, Real Estate, Quantity Surveying, Construction Management, or other related social sciences
-
Membership with professional bodies such as the Zambia Institute of Valuation Surveyors, Zambia Institute of Quantity Surveyors, or Engineering Institute of Zambia
-
8 years’ senior management experience in real estate
2. Marketing and Public Relations Manager
To provide insights and strategies that align with the overall business goals, ensuring that all efforts support the company’s growth and sustainability.
Statement of Main Duties
-
Enhance the brand’s visibility in the competitive real estate and hospitality sectors.
-
Manage public perception and ensure consistent messaging across all channels.
-
Develop tailored marketing campaigns to attract long-term residents and short-stay guests, optimizing occupancy rates.
-
Analyze market trends and customer demographics to implement effective promotional strategies.
-
Handle communications to minimize damage and restore trust.
-
Enhance the company’s online presence through social media, website optimization, and online reviews.
-
Focus on digital marketing to reach wider audiences and increase bookings.
-
Build partnerships with businesses and tourism boards.
Specific Duties
-
Promote and organize events at the institution to attract both local and international guests.
-
Implement a strategy for customer relationship and loyalty programs.
-
Set and monitor key performance indicators (KPIs) to assess the effectiveness of marketing strategies.
-
Timely prepare and organize events at the company.
-
Prepare timely marketing reports.
Key Requirements Qualifications
-
Full Grade 12 School Certificate
-
Degree in Business Studies or any related social science
-
Master’s Degree in Marketing, CIM Post Graduate Diploma, or Business Administration (an added advantage)
-
Member of Zambia Institute of Marketing (ZIM)
-
Minimum of five (5) years’ experience in middle management.
3. Head Procurement
To manage the purchasing and procurement function to ensure timely, cost-effective procurement in compliance with Zambia Public Procurement Authority (ZPPA) procedures.
Main Duties and Responsibilities
-
Formulate and review procurement policies to ensure compliance with statutory requirements.
-
Organize monthly Management Procurement Committee (MPC) meetings.
-
Prepare bidding documents for formal tenders and manage tender processes.
-
Conduct tender evaluations, negotiate with bidders, and prepare contracts.
-
Prepare monthly, quarterly, and annual procurement reports.
-
Supervise procurement processes, ensuring adherence to procedures.
-
Prepare the annual procurement plan and submit it to ZPPA.
-
Supervise stock movements to prevent stock-outs.
-
Coordinate quarterly and annual stock takes.
-
Perform other duties as assigned by the CEO.
Key Requirement Qualifications

Full Grade 12 School Certificate

Degree in Purchasing and Supplies
-
Minimum of 5 years in a large organization
-
Member of Zambia Institute of Purchasing and Supply (ZIPS)
4. Customer Support Officer
To guard company property, staff, and tenants to ensure they are always protected.
Main Duties and Responsibilities
-
Patrol assigned zones to ensure properties and tenants are secure.
-
Inspect vehicles leaving MVCL to prevent theft or unauthorized removal of property.
-
Record vehicle movements entering and leaving the complex.
-
Escort company vehicles and staff to ensure their safety.
-
Scrutinize visitors and report suspicious persons.
-
Perform other duties as assigned by the supervisor.
Qualifications

Grade 12 School Certificate

Security training
-
Ability to read and write
5. Carpenter
To provide efficient carpentry services to MVCL.
Qualifications
-
Full Grade 12 Certificate
-
Diploma/Craft Certificate in Carpentry
-
3 years’ experience as a carpenter
6. Driver
To drive Company vehicles, transporting staff, materials, and mail, ensuring vehicles are always in good condition.
Main Duties and Responsibilities
-
Drive assigned vehicles, ensuring adherence to traffic rules.
-
Keep the assigned vehicle clean and well-maintained.
-
Perform routine checks on vehicle safety and serviceability.
-
Ensure regular servicing of the vehicle.
-
Maintain a vehicle logbook for trip authorization.
-
Report accidents involving Company vehicles to the police.
-
Ensure MVCL vehicles are roadworthy and have valid licenses and insurance.
-
Drive tractors for refuse collection.
-
Perform other duties as assigned by the supervisor.
Key Requirement Qualifications

Grade 12 School Certificate

Zambian PSV Driving License
-
2 years post-qualifying experience

Ability to drive a farm tractor
7. Electrician
To carry out electrical installations and maintenance, ensuring high workmanship, productivity, and cost-effectiveness.
Main Duties and Responsibilities
-
Diagnose electrical faults and determine whether parts need repair or replacement.
-
Perform corrective and preventive maintenance on electrical systems.
-
Carry out new installations and test electrical systems.
-
Complete job cards and report job details and materials used.
-
Perform other duties as assigned by the manager.
Key Requirement Qualifications
-
Grade 12 School Certificate
-
Diploma/Craft Certificate in Electrical Maintenance
-
3 years’ experience as an electrician
