Job Description
The National Assembly of Zambia invites applications from suitably qualified and experienced candidates to fill the following positions:
1.0 Budget Analyst (x3)
a. Main Duties and Responsibilities
-
Collect, compile, store, analyse and disseminate budget data/information;
-
Analyse sector budget estimates, ministerial policies, plans, programmes and projects;
-
Conduct research on implications of budget other public financial management matters of national interest;
-
Analyse budget expenditure estimates at central and local government levels;
-
Monitor the trend of budget deficits, debt and arrears;
-
Track the implementation of the annual budget;
-
Prepare periodic fiscal briefs for Committees of Parliament;
-
Administer the Parliamentary Budget Office Web Portal; and
-
Perform other duties as assigned by the supervisor.
b. Qualifications and Experience
-
Full Grade 12 School Certificate;
-
Minimum of a Bachelor’s Degree in Economics, Business, Commerce, Finance, Accounting, or any other relevant quantitative discipline;
-
Master’s degree is an added advantage; and
-
Two (2) years work experience.
2.0 Committee Clerk (x3)
a. Main Duties and Responsibilities
-
Provide procedural advice to committees;
-
Liaise with committee chairpersons on the dates for committee meetings;
-
Plan committee activities such as meetings, tours and field visits;
-
Communicate dates and times for committee meetings;
-
Prepare budgets for committee sittings and tours;
-
Record proceedings of committee meetings and tours;
-
Manage correspondence for the committee internally and externally. Liaison between the committee and management on the resolutions and courses of action of committees:
-
Draft minutes and reports of committees
-
Draft speeches for committees
-
Carry out research for committees on various topics;
-
Draft annual programmes of work for committees
-
Preparation of documentation for committees; and
-
Perform other duties as assigned by the supervisor.
b. Qualifications and Experience
-
Full Grade 12 School Certificate;
-
Bachelor’s degree from a recognised University
-
Master’s degree is an added advantage; and
-
Two (2) years working experience.
3.0 Plumber (x1)
a. Main Duties and Responsibilities
-
Install, repair and maintain plumbing systems and fixtures;
-
Carries out welding and fabrication assignments;
-
Plan, provide material requirements and estimates for plumbing jobs
-
Maintain appropriate service and repair records;
-
Train and develop staff to improve competency; and
-
Perform other duties as assigned by the supervisor.
b. Qualifications and Experience
-
Full Grade 12 School Certificate;
-
Advanced Certificate in Plumbing and Sheet Metal Work; and
-
Two (2) years work experience.
4.0 Maintenance Engineer (x1)
a. Main Duties and Responsibilities
-
Plan and coordinate maintenance works and sourcing of materials to attain set goals;
-
Assess work and performance of subordinates
-
Prepare special projects and annual budgets;
-
Prepare project progress reports and annual reports;
-
Monitor expenditure and ensure it is in line with the budget;
-
Manage service/maintenance contracts;
-
Manage engineering projects and ensure high engineering standards and quality
-
Ensure adherence to safety standards to avoid accidents;
-
Train and develop staff to improve competency; and
-
Perform other duties as assigned by the supervisor.
b. Qualifications and Experience
-
Full Grade 12 School Certificate;
-
Bachelor’s degree in Engineering/Construction or any related field; and
-
Two (2) years work experience.
5.0 Accounts Assistant II (x3)
a. Main Duties and Responsibilities
-
Receipting cash from the different sales point using the point of sale facility
-
Ensure that all day-to-day transactions are accurately and promptly entered in the prime book of accounts and reconciled;
-
Ensure that deposits are made timely and complete;
-
Provide necessary information to guests at front office
-
Submitting of payments to the Bank and the Ministry of Finance
-
Reconciling of the Petty cash in the Cash office; Carrying out stock counts
-
Preparing debtors and supplier reconciliations
-
Preparing bank reconciliations; and
-
Perform other duties as assigned by the supervisor.
b. Qualifications and Experience
-
Full Grade 12 School Certificate;
-
CIMA Part I or ACCA Part I or ZICA Technician or equivalent;
-
ZICA Member,
-
Experience in the use of accounting packages is added advantage;
-
Good MS word and excel skills; and
-
Two (2) years work experience.
6.0 Software Development Specialist (x1)
Main Duties and Responsibilities
-
Develop software applications according to the needs of the institution;
-
Provide technical expertise and recommendations in assessing new ICT software projects and initiatives to support and enhance business processes of the institution;
-
Periodically analyse the integrity of the corporate databases;
-
Investigate and resolve application functionality related issues and provide secondary level support and troubleshooting of the institution systems which include Financial and Payroll, Library system, Legislative system, and Administrative, and all other sub- systems under the electronic parliament system;
-
Create system designs and functional specifications for all new development projects
-
Provide database administration services in live and test environments;
-
Produce technical procedures and documentation for the applications including operations, user guides are produced in good time;
-
To maintain personal and professional development to meet the changing demands of the job in the ICT environment; and
-
Perform other duties as assigned by the supervisor.
b. Qualifications and Experience
-
Full Grade 12 School Certificate
-
Bachelor’s degree in Computer Science, Computer Engineering or any other related field;
Two (2) years work experience; and
-
Must be a member of the Information and Communications Association of Zambia (ICTAZ) with a valid practising license.
c. Key Attributes and Skills
-
Background in Object Oriented Programming Languages such as Java, Microsoft Visual Studio .NET, PHP, etc
-
Extensive knowledge of Microservice Orchestration using services such as Docker, Kubernetes, etc
-
Knowledge of database management systems such as Microsoft SQL Server, MySQL, Oracle, Mongo Database, etc; and
-
Proficiency in Linux/Unix based systems administration.
7.0 Chef (x1)
a.
Main Duties and Responsibilities
-
Inspect food preparation and serving areas to ensure observance of safe, sanitary food -handling practices;
-
Determine how food should be presented and create decorative food displays.
-
Determine production schedules and staff requirements necessary to ensure timely delivery of services
-
Estimate amounts and costs of required supplies such as food and ingredients
-
Inspect supplies, equipment and work areas to ensure conformance to established standards;
-
Instruct cooks and kitchen assistants in the preparation, cooking, garnishing and presentation of food;
-
Consult with the Catering Officer to plan menus, taking into consideration factors such as costs;
-
Monitor sanitation practices to ensure that cooks and Kitchen Assistants follow standards and regulations;
-
Estimate expected food consumption, then requisition from food store;
-
Order or requisition food and other supplies needed to ensure efficient operations;
-
Analyze recipes to assign prices to menu items, based on food, labor and overhead costs,
-
Prepare and keep records of food portions in the kitchen on a shift basis.
-
Check for quality of raw and cooked food products to ensure that standards are met;
-
Co-ordinate planning, budgeting and purchasing for all the food operations within the Motel; and
-
Perform other duties as assigned by the supervisor.
b. Qualifications and Experience
-
Full Grade 12 School Certificate;
-
Diploma in Food Production or related field; and
-
Two (2) years work experience in a busy hospitality establishment.
