The Road Transport and Safety Agency (RTSA) was established through an Act of Parliament; the Road Traffic Act No. 11 of 2002. RTSA has the mandate to implement Government policy on road safety and transport management. The Agency also collects Revenue on behalf of the Government of the Republic of Zambia. Purpose of the job
To manage the implementation of road transport policy in order to ensure an efficient road transport system under the general directions of the Director & Chief Executive Officer.
Specific duties & Responsibilities
a. To implement policy on road transport;
b. Ensures that the Road Transport Directorate is managed in accordance with the Agency’s core values;
c. Develops and implements policies and procedures to ensure that all provisions of the Road Traffic Act, No. 11 of 2002 relating to road transport are adhered to;
d. Oversee registration and examination of vehicles; and issuance of licenses and permits;
e. Oversee examination and licensing of drivers;
f. Ensures that budgetary controls and management information systems are adhered to;
g. Ensure effective and efficient risk management for the Directorate;
h. Implements the Road Transport component of the Agency’s strategic plan and submits performance reports to ensure that objectives are met on time;
i. Attends meetings of the Agency’s Board of Directors and its sub-committees in order to advise on issues relating to road transport;
j. Provides effective day to day administration of the Directorate to ensure efficiency of the Agency:
k. Develops and maintains a positive organizational culture in the Directorate to enhance achievement of the Agency’s strategic objectives;
l. Establishes and maintains a positive image of the Directorate to promote the Agency’s acceptability among the stakeholders;
m. Submits regular reports on the activities of the Directorate to the Director & CEO to ensure efficient flow of information and the required transparency;
n. Review and publish standards of road fitness that vehicles shall comply with in order to be fit to be driven on the roads;
o. Formulates and update the training programmes required for driving instructors and driving schools;
p. Attend National, Regional and International forums relating to transport and logistics;
q. Domestication and Implementation of international protocol/agreements on road transport;
r. Liaises with the other Directorates to ensure that the Agency’s strategic objectives are met.
Requirements
a. Full grade twelve certificate
b. 10 years’ experience in Road Transport Management of which 5 should be at supervisory level.
c. Bachelor’s Degree in Transport and Logistics or Engineering or its equivalent;
d. Master’s Degree in Transport or Engineering or its equivalent;
e. Practical knowledge in relevant Zambian laws; and
f. Member of a relevant professional body

Purpose of the Job
To manage the road safety operations of the Road Transport and Safety Agency (RTSA) under the general directions of the Director & Chief Executive Officer of the Agency in order to ensure provision of a safe and environmentally friendly road transport system in Zambia
Specific duties & Responsibilities
a. Implements road safety policies in accordance with the Road Traffic Act, 2002.
b. Disseminates road safety information to the stakeholders including road users through publicity campaigns.
c. Develops, coordinates and conducts road safety education programmes to ensure uniformity of purpose and attainment of high standards of road safety by all education providers consistent with aims and objectives of the road transport policy and the RTSA.
d. Formulates updates and conducts road safety policy programmes aimed at promoting road safety throughout the country.
e. Develops road safety curriculum in conjunction with the curriculum development center for the Zambian schools.
f. Conducts studies in road accidents and recommends to the government new road safety measures and proposals for road safety policy, taking into account the prevailing technical developments, legal requirements and sound and economic conditions.
g. Facilitate the development and day to day implementation of the Road Accident Database
h. Reviews and publishes reports on the effectiveness of the road safety operations and recommends suitable safety measures to improve safety standards during planning, designing and construction of new roads and upgrading of existing ones.
i. Reviews and publishes standards of road safety legislation and advises government on necessary amendments.
J. Maintains contacts with other relevant organisations outside the country on road safety to ensure performance improvement of the agency consistent with national and international requirements and objectives of the Road Transport Policy and the RTSA.
k. Ensures that the road safety section of the agency is manned by adequately trained, experienced and highly motivated staff to meet the individual and organisational performance requirements and aspirations.
Requirements
a. Full grade twelve certificate
b. A Degree in Transport Management, Engineering or Education,
c. Ten years working experience Transport or related undertaking of which 5 years should be at senior management level.
d. Master’s Degree in Transport Management, Engineering, Education
e. Membership of the Chartered Institute of Logistics and Transport /EIZ or related professional body.

Purpose of the job
Reporting to the Director & Chief Executive Officer, the job holder shall be responsible for the Governance of HR and Administration functions. The job holder shall also develop and implement policies relating to the effective use of personnel and assets within RTSA.
Specific duties and responsibilities
a. Ensures that all industrial relations aspects and human resource management issues are handled.
b. Ensures that the terms and conditions of service for the Agency’s employees are implemented and that employees are properly rewarded for their services to the Agency.
c. Prepares and submits periodic performance reports to the Board of Directors to enable and guide them to make timely and quality decisions to achieve set objectives.
d. Ensures implementation of training and development programmes for all Agency employees and ensure that the training and development programmes address employees’ skill gaps.
e. Maintains good working relationship with the local Union officials and with the local labour and other government/civil officials to facilitate communication with employees on matters affecting them and to gain their confidence and trust in the Agency’s treatment of employees.
f. Ensures development of new infrastructure and maintenance of existing RTSA installation and estates in order to improve the work environment.
g. Ensures effective utilization of Agency sectional transport for mobility of staff and transportation of materials/equipment as necessary.
h. Ensures the good image of the Agency is portrayed to the general public through an effective system of information dissemination and public relations.
i. Ensures that the RTSA properties are protected;
j. Oversees the management of transport including maintenance, repairs and licensing:
k. Ensures the provision of utility services at all RTSA stations;
l. Performs any other duties as may be required by the Director & CEO from time to time.
Requirements
a. Bachelor’s Degree in Human Resource Management, Public Administration or equivalent
b. Masters degree in Human Resource/Public Administration/ Business Studies or its equivalent
c. At least ten years of work experience in Administration, developing and implementing HR interventions

Purpose of this Job
Reporting to the Director & Chief Executive Officer, the job holder shall manage the procurement process to ensure that it is in line with the Procurement Act, accompanying Guidelines and the RTSA’s Procurement and Contracts procedure Manual.
Specific duties & Responsibilities
a. Advises the Director & Chief Executive Officer on all procurement related issues. b. Participates in the formulation and review of procurement procedures and processes.
c. Ensures that the processes and procedures are in line with the Procurement Guidelines issued by the Zambia Public Procurement Authority.
d. Liaises with the Director and other heads of department to prepare and update the annual procurement plan.
e. Participates in the annual expenditure budgeting process for all shared services and general usage items.
f. Monitors the procurement expenditure vis-à-vis the budget.
8. Coordinates and supervises the tendering process to ensure it is fair and transparent.
h. Member of the Evaluation and provides secretarial duties to the RTSA procurement Committees.
1. Oversees the management of all suppliers under contract to ensure compliance and ability to partner with the RTSA.
j. Supervises the procurement team and ensures that the procurement department runs effectively and efficiently.
k. Prepares regular procurement reports on various procurement status/activities as and when requested
Requirements
a. Full grade twelve certificate
b. 10 years’ experience in a similar role, 5 years of which should have been at Supervisory capacity
c. Bachelor’s Degree in Procurement or its equivalent
d. Master’s Degree in procurement, Supply Chain Management or its equivalent
e. Relevant professional qualifications, e.g CIPS Graduate Diploma in Procurement and Supply
f. Membership to Zambia Institute of Purchasing and Supply (ZIPS)

Purpose of Job
Reporting to the Director & Chief Executive Officer, the job holder shall provide assurance on the efficiency and effectiveness of the Agency’s internal controls, governance processes and risk management in order to ensure compliance with legislative and regulatory framework.
Specific duties & Responsibilities
a. Plans and organises the activities of the department in liaison with the Chairperson of the Audit Committee of the Board
b. Supervises the review of records maintained by various Agency departments/sections to ensure proper recording of transactions and compliance with established policies, procedures and systems.
c. Reviews Agency information systems to determine their efficiency and effectiveness.
d. Review policies that safeguards material assets such as equipment, buildings and manpower to determine degree of utilization.
e. Analyses data obtained for evidence of deficiencies in controls, duplication of effort, extravagance, fraud or lack of compliance with established systems and procedures.
f. Meets with Agency Management and the Audit Committee of the Board of Directors, to discuss audit plans and results and make recommendations to resolve audit findings.
g. Investigates and researches emerging risks, trends and best practices to ensure timely provision of appropriate advice to management and the Audit and Risk Committee:
h. Reviews special audit exercises for management aimed at detecting frauds and thereafter develops controls for their prevention.
i. Review the effectiveness of business continuity and risk management strategies including establishment of appropriate and effective risk mitigation, treatment and management processes.
Requirements
a. Full Grade Twelve Certificate
b. 8-10 years post qualification experience in auditing of which five (5) are at supervisory level
c. Degree in Accountancy or and ACCA/CIMA

Reporting to the Director & Chief Executive Officer, the job holder shall be responsible for managing the public relations function and the content it delivers. The job holder shall ensures brand message is consistent, timely, and relevant.
Specific duties & Responsibilities
a. Develop and maintain the Agency’s corporate image and identity:
b. Write interesting and effective press releases, prepare information for media kits;
c. Develop and maintain Agency internet or intranet web pages;
d. Drafts speeches for Agency executives and observe and report on social, economic and political trends that might affect the Agency;
e. Establish and maintain effective working relationships with local/traditional leadership, government officials, media representatives, etc;
f. Assign, supervise and review the activities of public relations staff including the Call-Centre;
g. Evaluate advertising and promotion programs for compatibility with public relations efforts;
h. Manage special events such as sponsorship of races, parties, introducing other activities the Agency supports in order to gain public attention through the media without advertising directly;

Purpose of this Job
Reporting to the Director & Chief Executive Officer, the job holder shall oversee the operation of financial and other systems within RTSA. Specifically, in relation to finance broadly defined, but also covering governance and the administrative functions of HR.
Specific duties & Responsibilities
a. Ensures consistent application of the Agency’s rules, regulations, directives and instructions and other statements of policy governing the matters pertaining to the financial affairs in all departments.
b. Supervises all financial reporting, including review modification, initiations and implementation of internal control procedures in coordination with all finance and administrative staff.
c. Ensures sound financial management, control and disbursement of all expenditures.
d. Co-ordinates planning, budgeting of revenue and expenditure including preparation of annual development and operational budgets.
e. Co-ordinates the financial control and accounting for revenue collection and expenditure.
f. Ensures books of accounts at all levels are properly maintained including the maintenance of records of RTSA’s assets and liabilities
g. Approves payments up to the limit set by management.
h. Plans and institutes procedures necessary to ensure financial resources are efficiently managed and accounted for.
i. Maintains and periodically updates the Agency’s Finance and Administration Procedures Manual.
j. Prepares and submits periodic performance reports to the Board of Directors to enable and guide them to make timely and quality decisions to achieve set objectives.
k. Ensures audited statements of accounts are prepared, approved and published to build and sustain confidence, credibility and recognition of stakeholders.

To provide legal services to RTSA and deal with Board matters
Specific duties & Responsibilities
a. Provides Secretarial services to the Board of RTSA.
b. Receives summons, reviews the relevant files and prepares suitable instructions to external/government lawyers, to ensure acceptable defenses and suitable court applications.
c. Ensures timely preparation and review of contracts and agreements of the Agency; d. Negotiates settlements on behalf of the Agency.
e. Oversees provision of secretarial duties to Management meetings
f. Facilitates drafting of laws and regulations for the Agency
g. Provides legal advice to the Board and Senior Management on administration and industrial relation matters.
