Job Purpose
To lead and manage the Network Operations Center (NOC) team in ensuring the continuous and efficient operation of the operator’s network 24x7x365. The NOC Manager will be responsible for achieving the company’s goals and objectives, maintaining network quality and service commitments to customers, and ensuring network security and stability.
Key Responsibilities
- Team Leadership and Management:
- Lead and manage the NOC team, ensuring effective performance and motivation.
- Set goals and objectives for direct reports, monitor progress, and maintain motivation.
- Identify staff training and development needs and implement necessary actions.
- Recruit staff for appointment as needed.
- Network Management:
- Lead the technical management of the operator’s network, including Front Office and Back Office operations.
- Ensure network security management and the availability of the customer’s network.
- Manage technical and operational changes in the customer’s network.
- Liaise with third-party vendors and providers to maintain network stability.
- Operational and Financial Management:
- Manage Opex and Capex spending, ensuring effective budget planning and business processes.
- Control NOC Opex and Capex spend.
- Conduct financial planning, yearly budgeting, and expenditure control.
- Performance and Quality Management:
- Ensure Performance and Quality Standards are achieved and maintained.
- Ensure capacity is introduced into the network to allow sufficient headroom for customer growth.
- Manage performance management, SLA conformance, and risk management.
- Contract and Vendor Management:
- Manage contracts and competence of vendors and contractors.
- Lead contract negotiations and vendor management activities.
- Training and Development:
- Provide mentorship, coaching, and training to NOC team members.
- Ensure continuous development and performance improvement of the team.
Required Business Skills
- Good understanding and knowledge of telecommunications principles in the GSM/WCDMA environment, including switching, transmission, and radio.
- Competence in project, operations, and maintenance management in the GSM environment.
- Understanding of the international telecommunications industry.
- Financial planning, budgeting, and expenditure control.
- Experience in vendor and contractor management.
- Proficiency in performance management, mentorship, and coaching.
Qualifications and requirements
- Bachelor’s Degree in Engineering (Electrical & Electronics), Telecommunications, or Computer Science.
- Huawei certification in HCNA, HCIE, or Cisco certifications such as CCNP, CCIE are added advantages.
- At least 8+ years of practical experience in the telecommunications industry.
- 4+ years in field maintenance
