Our client, an NGO that works to support the creation of an enabling environment that incentivizes productive investments in trade, agriculture, energy, eco-tourism and sustainable natural resource management, is looking for a Policy Specialist to join their team on a contract basis. The Policy Specialist will be responsible for supporting the Policy Lead on managing the policy reform priorities under the organization and championing private sector engagement, coordination, and support.
Key Tasks and Responsibilities

Conduct research and analysis on policies, regulations, and legislative frameworks related to trade, agriculture, energy, and eco-tourism. Summarizing findings and preparing briefs to inform the Project’s support interventions.

Track Government policy and private sector policy proposals to inform the Project’s planning.

Create and maintain strong, collaborative relationships with the private sector associations in agriculture, energy, tourism, and trade sectors.

Work closely with the Institutional Strengthening team in assisting private sector associations/bodies with building sound policy position papers for submission to the relevant Government departments.

Support the Technical Leads of the Project in facilitating dialogue between the Government and private sector representatives at national and sub-national level in Zambia.

Act as focal point for private sector engagement activities in agriculture, energy, tourism, and trade sectors both internally within Project and with external stakeholders, including other donors and implementing partners.

Contribute to the development of strategies, workplans, advocacy and communication outreach strategies related to private sector engagement with the government, including liaising with private sector actors to identify engagement opportunities and key entry points.

Contribute to annual work planning and training plans and ensure that activities are planned and delivered according to program standards.

Draft monthly, quarterly and annual draft reports of activities at least two weeks prior to USAID deadline submittal.

In collaboration with MEL and other technical team members, strengthen data and monitoring to ensure that activities in private sector engagement, public private dialogue, strengthening stakeholders, and linking institutions are tracked and appropriate response strategies are implemented; analyze and report on program and Project progress and contribute to the Project’s learning agenda.

Ensure indicators are monitored and information regarding activities are sent to MEL team of an activity.

Quarterly update of Policy Matrix.

Upload all reports and other relevant documents on SharePoint.

Prepare brief written notes after the meeting and uploaded on SharePoint.

Stay up-to date on global best practices, new developments and emerging issues in private sector engagement, public private dialogue, strengthening stakeholders in policy reform, and linking institutions.

Perform any other duties as delegated by the Policy Lead to accomplish the Project’s objectives.
