Position Descriptions:
Purpose of the Job
The Office of the Commissioner for Refugees is seeking suitably qualified and experienced individuals to fill the positions of
Principal Refugee Officer in Meheba, Mantapala, and Mayukwayukwa Refugee Settlements.
The role is pivotal in leading and coordinating the administration, protection, and welfare services within a designated refugee settlement, ensuring effective service delivery in line with national refugee policy and international humanitarian standards.
Key Responsibilities

Coordinates effectively the development of settlements in order to ensure the integration of refugees and Asylum seekers.

Coordinates effectively the provision of security in the settlement in order to enhance the safety of refugees, former refugees and asylum seekers.

Provide strategic and operational leadership in the management of refugee settlements.

Oversee the delivery of essential services including shelter, health, education, water and sanitation, and security.

Undertakes effectively implementation of child protection programmes in order to safeguard the wellbeing of children in the settlements.

Coordinates the provision of counselling services in order to help persons of concern to deal with trauma.

Undertakes effectively the issuance of refugee mobility passes in order to facilitate the movement of refugees from the settlement.

Serve as the primary liaison for coordination with UNHCR, government departments, NGOs, and other stakeholders.

Facilitate peaceful coexistence and support livelihood programs for refugees and host communities.

Coordinate effectively the distribution of food and non-food items to refugees in order to facilitate their nutritional sustenance and wellbeing.

Supervises and undertakes effectively the implementation of performance management systems in order to monitor, evaluate and enhance performance.

Monitor protection and ensure compliance with the Refugee Act No. 1 of 2017.

Supervise the registration, documentation, and case management processes.

Lead emergency preparedness, contingency planning, and response efforts.

Manage budget implementation and ensure timely requisitions and reviews.

Prepare and submit timely monitoring and evaluation reports, including monthly and quarterly activity updates.

Supervises effectively, the utilization of human, financial and other resources in the section in order to facilitate the attainment of objectives.
Qualifications and Experience

Bachelor’s Degree in Social Work, Development Studies, Public Administration, Law, or a related field.

Minimum of 5 years of progressive experience in refugee management, humanitarian work, or settlement operations.

Strong understanding of refugee law, protection principles, and humanitarian coordination mechanisms.

Proven leadership, team management, and stakeholder engagement skills.

Excellent planning, reporting, and problem-solving abilities.
